D -- DISN TRANSITION CONTRACT POC Peter G. Smingler, Contracting Officer, (703) 681-0526 E-MAIL: Click here to conact the Contracting Officer, sminglep@ncr.disa.mil. It is the intent of the Defense Information Systems Agency (DISA) to modify the DISN Transition Contract (DTC), DCA200-96-D-0043, to AT&T to extend the current period of performance under the statutory authority of 10 U.S.C. 2304(c)(1) entitled Only One Responsible Source And No Other Supplies Or Services Will Satisfy Agency Requirements. The modification to the DTC contract will provide for continuity of services and transition to Defense Information System Network (DISN) contracts for switched voice, data and video services. The modification to the DTC contract will be for a period not-to-exceed two (2) three (3) month option periods with a projected total value of $2,310,000. The Government does not intend to issue a solicitation as this is a continuation of a progressively decreasing number of requirements currently satisfied under an existing contract. The Defense Information Systems Agency is in the process of transitioning the services provided under the DTC contract to DISN contracts. Applicable DISN contracts consist of the DISN Switched/Bandwidth Manager Services -- CONUS contract (awarded to MCI), the DISN Transmission Services -- CONUS contract (awarded to AT&T), the DISN Video Services -- Global contract (awarded to AT&T), the DISN Transmission Services -- CONUS Extension contracts (awarded to AT&T, MCI and Sprint). Transition, which was to have been completed on or before 31 August 1999, has been delayed due to industry-wide non-availability of SONET facilities and a lengthy delay in development of software needed to provide DOD video services on a global basis. These shortages have been corrected and approximately 98% of the services provided under the DTC contract have been transitioned. However, a small percentage, which is currently being transitioned, can not be completed prior to 31 August 1999. This contracting action is necessary to ensure the continuation of telecommunications services that support the sustaining base information infrastructure and allows its rapid extension to deployed military forces anywhere in the world. It will enable DOD to continue providing those necessary communications services without interruption until the DISN -- CONUS basic network availability is achieved. See Note 22.***** LLLL Posted 07/20/99 (W-SN356610). (0201)
