The policies and procedures are to be based on the new Chapter 17 of Title 22 of the District of Columbia Municipal Regulation entitled "Standards for Payment of Habilitation and Care for Customers of the Mental Retardation and Developmental Disabilities Administraiton." The policies and procedures manuals are to be delivered in hard copy and on diskette. The manuals should address the procedures governing the billing of customers or their representatives and the collection of money due. The manual should include the process for determining the services provided; cost and frequency of services; reporting coordination; frequency of billing and collection; and seeking legal action against persons who do not pay. There is also a requirement for a separate policies and procedures manual for the safeguarding of customer money to include the process for identifying; obtaining and reporting customer account balances.
