Minimum services shall consist of the following: buy/sell transactions occur on line in real time, at least 30 suppliers are prequalified to bid based on technical and financial capabilities to perform, suppliers provide commodity natural gas and electricity to end use government customers in competitive retail markets, a non-subscription based service for the GSA and suppliers, blind bidding confidentiality for suppliers, World Wide Web accessible database and bid platform that allows the GSA to: enter data, update and modify data base and records, fields to display energy requirements, delivery points, transmission information, consumption history, load profiles, specify contract terms and conditions, specify multiple location differentiation, generate reports on energy prices and consumption, World Wide Web accessible database and bid platform that allows Suppliers to: view posted energy requirements, view load profiles, review contract terms and conditions, post bid prices online, highly secure information exchange at a minimum of 128-bit encryption, accessible through all major web-browsers, open architecture metering and data interface capability, ability to allow multiple locations to receive individual or group pricing, transaction execution and confirmation in real time, online via the Internet, ability and willingness to modify the system to meet government's needs.
