This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This request for quotation
(RFQ) _ 99T0263. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97.5. This is a small-business set aside. The standard industrial
classification code is 1795 and the small business standard is $7
million. The 11th Contracting Squadron intends to procure, on a
competitive basis, a non-personal service to include all labor, tools,
supplies, equipment, transportation, supervision and other items and
services necessary to perform demolition of approximately 1500 linear
feet of fence and approximately 560 square feet of brick guard house
located at building 1574, Bolling AFB, DC. Contractor is responsible
for verifying all quantities and measurements. Description of
Requirements: The contractor shall demolish building 1574, including
but not limited to electricity, water, sewer condensation tanks, pumps,
valves, plumbing fixtures, wiring, electrical panels and lights and
foundation and concrete surfaces surrounding the facility. Work shall
also include removal of approximately 1500 linear feet of wire fence to
include steel post with concrete footing and four 12_ x 8_ gates. The
government prior to contractor notice to proceed will turn off utility
service to the building. The contractor shall proceed with demolition
only after notice to proceed by the contracting officer. Contractor
operations shall be confined to the area indicated on the area map.
Maps will be provided during the site visit. All demolished materials
shall become the property of the contractor. Disposal shall be his /her
responsibility including dumping fees or permits. All material disposal
shall be in compliance with applicable federal, state, county and
environmental regulations. Contractors shall completely backfill and
reseed all holes left from the fence removal operation. Contractor
shall perform grade liming, fertilizing, spreading soil additive, and
sodding of affected area. Areas disturbed by contractor outside the
areas designated by the QAE shall have similar treatment. Fertilizer
and lime shall be delivered to the site in the original, unopened
containers bearing the manufacturer_s name and chemical analysis and
conform to local, state and federal laws. During and after delivery
fertilizer and lime shall be kept in dry storage away from
contaminants. Precautions shall be taken to protect containers from
rupturing. The contractor shall be totally responsible for insuring
growth in the affected areas. The contractor shall replace sod not
showing a healthy growth. Water and electricity will be furnished to
the contractor by the government from existing system outlets and
supplied at no cost to the contractor. The location of the temporary
connection points will be designated by the QAE after award of
contract. The contractor shall not use government telephone services.
Excess waste materials shall be removed from the areas daily by the
contractor. After refurbishing operations have been completed, the area
shall be cleared of all debris and excess materials. For base entry,
the contractor shall submit to the contracting officer, a list
containing names of individuals performing on this contract. 11th
Security Forces personnel will issue passes at the base visitor_s
center. Each employee shall have in his or her possession a photo
identification card and approved base passes while on Bolling AFB. The
contractor shall comply with OSHA 1926, Construction Standards. All
contractor vehicles shall enter and exit Bolling AFB through the south
gate and proceed to the work site via Chappie James Blvd. The
Contractor shall cover open bodied vehicles transporting sand, gravel,
and fill material, dirt, construction debris, rubble or other
material, which may become airborne and create pollution on base. The
contractor shall at all times provide adequate supervision of employees
to ensure complete and satisfactory performance of all work in
accordance with the terms of the contract. Prior to demolition, the
contractor shall acquire and have in his possession at all times an
approved AF Form 103. Contractor shall coordinate with the QAE for
processing of this form. AF Form 103 shall be completed seven to ten
days prior to the start of actual demolition and shall remain valid for
ten days. The contractor shall notify the QAE for revalidation of this
form ten days from original date if needed. Utilities shall be marked
one time per AF Form 103 validation. It shall be the contractor_s
responsibility to maintain these marking for the duration of the
contract, by means of stakes, flags, etc., as may be necessary to make
the workers aware of utilities. The contractor shall coordinate work
operations with the contracting officer prior to starting work under
this contract. The contractor shall perform operations, Monday through
Friday from 7:15 AM to 4:00 PM. A site visit will be held on 27 July
1999 at 1:00 p.m. The Government will provide maps of the site location
during the site visit. All responses must be received by close of
business 30 July 99. Awards will be made on or around 6 Aug 99.
Contractors must be registered in the Central Contractor Registration
(CCR) to be eligible for award. Contractors can contact the CCR by
