solicitation is being issued as a Request for Proposals instead of an
Invitation for Bids as previously advertised. It is being issued on an
unrestricted basis inviting full and open competition. The base bid
includes the replacement of the HAVC systems and new sprinkler system
in five NTTC Barracks (Buildings 353-357). The solicitation also
includes an option for an additional three NTTC Barracks (Buildings
358-360). Unit prices will be required for removal and replacement of
existing ceiling damage. All work is located at NAS Meridian, MS. Work
included is as follows: individual room temperature controls and
centralized control station that will allow central manager to
individually control units with an on or off function and a minimum
set-point setting; replace all entrance doors and hardware; new
interior partitions and patching existing interior partitions,
ceilings, wall tile, base; painting new a existing interior celing and
new and patched interior partitions; addition of new sprinkler room
including new roof, exterior masonry work, interior finishes and
incidental related work for this project. Proposals will be evaluated
based on price and other price-related factors and the following
technical factors, which are of equal importance: (1) Past Performance,
(2) Small Business Subcontracting Effort, (3) Technical Qualifications,
(4) Management Approach, and (5) Equipment. The price proposal will
consist of the Base Proposal, Option One and Completion Schedule
Credit. The price and technical proposals are of equal importance. The
Government intends to issue this solicitation through the use of CD
ROM and the Internet. The entire solicitation, including the plans and
specifications, has been placed on compact disk (CD ROM) and will be
provided free-of-charge. Offerors must register on the Internet at
www.efdsouth.navfac.navy.mil/eb/ to receive one copy of the CD ROM. The
plans and specifications are also on the Internet for viewing and
downloading, although the download time may be excessive. The official
plan holders list will be maintained and can be printed from the
website. Amendments will be posted on the website for downloading. This
will normally be the only method of distributing amendments; therefore,
IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY
