Decommissioning is accomplished by several road treatment methods including operating a subsoiler throughout the length of road; removing and stockpiling existing drainage structures; outsloping road prisms; erecting various closure devices such as boulder and log barriers; recontouring road entrances; and installing earth berms. There are three separate project areas called Holcomb Valley, Lone Valley, and Sugarloaf. From the intersection of State Highways 18 and 38 at Big Bear Dam, Holcomb Valley is reached by travelling east on Highway 18 approximately 5 miles to Forest Development Road 2N09, Polique Canyon Road, then travelling north on 2N09 approximately 3 miles to the Holcomb Valley area. From the intersection of State Highways 18 and 38 at Big Bear Dam, Lone Valley is reached by travelling east Highway 18 approximately 16 miles to Forest Development Road 3N03, Smarts Ranch Road, which is the beginning of the Lone Valley area. From the intersection of State Highways 18 and 38 at Big Bear Dam, Sugarloaf is reached by travelling east on Highway 18 approximately 14 miles to the intersection of Forest Development Road 2N93, Wildhorse Meadows Road, which is the beginning of the Sugarloaf area. Prior to award the Government may require a demonstration of all equipment and operators proposed for use; cost to be at the expense of prospective bidder's. Site of inspection to be mutually agreed to.
