release of a Request for Proposal (RFP) for the acquisition of the Long
Range Advanced Scout Surveillance System (LRAS3). The total LRAS3
requirement from FY00 through FY06 is in excess of 600 systems. It is
anticipated that the release of the draft RFP will occur in mid August
with release of the final RFP on the Interagency Business
Opportunities Page in late August. Proposals will be due 30 days later.
This acquisition will be awarded on best value, full and open
competition basis. The Government anticipates a firm fixed price (FFP),
five year multiyear contract with two one-year options. It is the
Government's intention the system selected shall meet all Government
requirements identified as Key Performance Parameters (KPP) with best
value consideration for meeting additional requirements beyond the
KPPs. The HTI 2nd Generation FLIR B-Kit may be provided as Government
Furnished Material (GFM) if included in the design. However, offerors
are not limited to providingan approach which includes a B-Kit.
Contract award is projected for late December 1999 with delivery
beginning in FY01. Successful completion of initial production test is
required prior to Government acceptance of product. This solicitation
requires that any potential contractor be cleared for access to SECRET
information. All interested contractors possessing a SECRET clearance
should forward their "in the clear" address and CAGE code to US Army
