Under the authority of FAR 6.302-1, the USEPA intends to negotiate on a sole source basis with TSI, Inc, to acquire a Condensation Particle Counter with software/firmware and accessories to interface with an existing electrical classifier manufactured by TSI, Inc. The Government's minimum requirements are as follows: (1) capability to detect 50% of 10 nanometer diameter particles thru particles greater than 3 micrometers; (2) capability to detect particle concentration from 0.001 to 10,000 particles cm-3 with less than 10% coincidence at 10,000 particles cm-3 ; (3) concentration accuracy of + or -- 10%; (4) less than 0.001 particles cm-3 false background counts; (5) response time of less than 5 seconds; (6 ) signal to noise ratio 20:1 minimum; (7) aerosol flow rate 1.0 L/min, Purge flow rate 1.0 L/min; (8) n-butyl alcohol capacity = 350 ml; (9) RS232, 9 pin "D" subminiature connector; (10) CPCountTM Software; (11) instrumentation and all associated software and firmware must be Y2K compliant; (12) system componen ts shall include (a) an appropriately sized vacuum pump, (b) one to four line flow splitter, (c) particle size selector with screens allowing 23 cutoff points between 0.01 and 0.249 micrometers, and (d) appropriate tubing and accessories to connect the components to a TSI 3080L electrical classifier. This action is being pursued on a sole source basis because TSI, Inc., is the only known source of commercially available condensation nuclei particle counters that are engineered to be completely compatible and have the ability to interface directly with EPA's existing electrical classifier. THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition will be accomplished under FAR Part 12, Acquisition of Commercial items. Only sources capable of fully meeting the unique technical performance specifications/capabilities outlined above, without exception, will be considered. A determination by the Government not to compete this acquisition is solely the discretion of the Government.
