66 -- DYNAMIC MECHANICAL ANALYZER, DIFFERENTIAL SCANNING CALORIMETER AND ACCESSORIES SOL A66011 DUE 080699 POC Patricia Wright, Contract Specialist (301) 827-7163 The Food and Drug Administration intends to award a Purchase Order on a sole basis to Rheometric Scientific, One Possumtown Road, Piscataway, New Jersey 08854. Rheometric Scientific will provide the following equipment: Dynamic Mechanical Analyzer (DMTA-V), Differential Scanning Calorimeter (DSC), 2 each of LN2 kit (low Pressure LN2 Dewar) DMTA-LN2, DMTA-INVERT, and HP-Desk Jet Printer. The Dynamic Mechanical Analyzer will be used to study polymer degradation with respect to mechanical properties and would help us design accelerated tests for shelf life studies. The Differential Scanning Calorimeter will be used to study polymer degradation and changes in morphology that affect the performance of devices containing polymeric compounds. The instrument is considered unique in that it has the ability to: 1. Multiple modes of sample deformation: tension, bending, compression and shear in pure form. 2. Ability to perform shear measurements in a horizontal mode to prevent sample sagging or leaking in the case of gels. 3. Ability to make measurements on samples immersed in a liquid environment. 4. Minimum number of Dewars or liquid nitrogen transfers for cooling both the DMA and DSC. 5. Wide test frequency range. 6. The DMTA V can operate in a horizontal mode and has the widest frequency range from 1.6 x 10 to 200 Hz. The lowest frequency corresponds to a period of 11 days that could approximate some slow varying storage condition. Rheometric will deliver and install the instrument to FDA. Rheometric shall warrant normal operation of equipment and provide any needed maintenance for a period of one year following installation. An award will be made fifteen (15) days from date of this notice. This is not a request for quotes, however, sources may submit descriptive literature which fully demonstrate their product meets the brand name specification which shall be considered by the agency. This sole source procurement is being awarded as a simplified acquisition in accordance which FAR Subpart 13.5. Posted 07/21/99 (W-SN357146). (0202)
