COMMERCE BUSINESS DAILY ISSUE OF JULY 23,1999 PSA#2394Commander, Naval Air Systems Command (Code 2.4), 47123 Buse Road,
Building 2272, Patuxent River, MD 20670-1547 70 -- CONSOLIDATED AUTOMATED SUPPORT SYSTEM (CASS) UNITS POC LCDR E.
Shine, 301-757-6882 The Naval Air Systems Command intends to contract
with Lockheed Martin Information Systems for the manufacture,
integration and testing of Consolidated Automated Support System (CASS)
units to fulfill the Navy's remaining CASS requirements. The firm-fixed
price procurement will be for a period of four years for an estimated
buyout quantity of 225 CASS stations. The resulting CASS stations must
strictly adhere to the CASS performance specifications and must be
100% Test Program Set (TPS) transportable with 957 existing TPSs. In
the event that any station element (e.g. instrument, cabling etc.)
cannot be procured or manufactured due to parts obsolescence, a
suitable replacement (i.e. meets specification and TPS transportability
requirements) shall be procured or developed by the contractor, at no
increase in contract price, to sustain production requirements.
Redesigned elements will, at a minimum, be provided with Government
purpose data rights. Currently, there are numerous station elements
undergoing redesign and integration due to instrument obsolescence,
therefore the Government does not possess a current and complete
Technical Data Package (TDP). Obsolescence is expected to continue
throughout production, requiring continuous updates to station
configuration. LMIS is the sole designer, developer, and manufacturer
of CASS and is the only known firm with the experience, knowledge, and
technical expertise to fulfill this requirement. See Note 22. Posted
