CENTER, lpope@psc.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation number is 99X800566 is issued as a Request for Quotation
(RFQ)and is open to both large and small business concerns. The
Standard Industrial Class (SIC) code is 5112 and the small business
size standard is 100 persons. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10, dated December 18, 1998. this RFQ is for
the F.O.B. destination delivery of 6,160 boxes of xerographic, copier
paper in accordance with Commercial Item Descripton A-A-1912C, dated
April 8, 1994. The xerographic paper shall have a basis weight of 20
pounds, size of 8.5 x 11 inches, and be white in color. In accordance
with Executive Order 12873 of Oct. 20, 1993, copier paper shall contain
20% postconsumer materials. Paper containing less or more postconsumer
materials than the amount specified shall not be accepted. Per
Specification JCP 0-65 dated July 1, 1994, as referenced in Commercial
Item Description A-A-1912C, the paper color "shall be uniform the
color variation permitted is DE (CIELAB) =1.0; and the brightness shall
not be less than 79 pct." The following packaging, packing, labeling,
and marketing instructions are included per addendum: (1)
packaging-Each ream of xerographic paper shall contain 500 sheets. The
reams shall be wrapper glued down securely. There shall be no tears or
evidence of damage to the ream wrapper. (2) packing-Ten reams of paper
shall be packed ineach fiberboard box. Boxes shall be suitably glued
and sealed to prevent tearing and opening during normal handling. All
boxes shall be free of bulges and distorations and show no evidence of
damage. Boxes shall be packed on a 4-way entry pallet with total
dimensions not to exceed 40" x 48" this includes the pallet and any
material overhang). the total height (including pallet) shall not
exceed 56". Each pallet shall contain 40 boxes of paper and all boxes
shall be secured with stretch-wrap plastic. (3) Labeling-Each ream and
carton shall be marked or labeled in accordance with commercial
practice; however such marking or labeling must include dimension,
color, type, grain, direction, basis weight, quantity in a package and
manufacturer's name. Each ream of paper shall be made:F.O.B.
destination to the HHH Personal Property Facility, located at 16071
Industrial Drive, Gaithersburg, Md. 20877 between the hours of 8:00
A.M. and 3:30 P.M. Eastern Standard time on the date requested.
Delivery of 3,520 boxes shall be made on August 10, 1999 and devlivery
of 1,760 boxes shall be delivered on August 24, 1999, with a final
delivery of 880 boxes on August 31, 1999. The provision at FAR
52.212-1, "Instructions to Offerors- Commercial Items" is hereby
incorporated by refereence. The provision 52.212-2,
"Evaluation-Commercial Items" is not applicable to this acquisition.
This requirement shall be awarded to the responsive offeror submitting
the lowest responsive quote. Each offeror shall include a completed
copy ofthe provisions at FAR 52.212-3, "Offerors Representations and
Certifications-Commercial items" and their Dunn & Bradstreet Number
with their quote. Offerors wishing to respond to this solicitation
shall provide this office with a price quote, including both the unit
price and total price for the requested item, along with the required
representation and certification Offerors not in possession of the full
text may contact this office and a copy will be provided, or they may
contact this office and a copy wil be provided, or they may be accessed
electronically at the following address: http://www.arnet.gov/far/. The
FAR clause 52.212-4, "Contract Terms and Condidtions-Commercial Items"
and clause 52.212-4, "Contract Terms and Conditions-Commercial Items"
and clause 52.212-5, Commercial Items: are applicable to this
acquisition. The following FAR clauses cited in 52.212-5, are
applicable:52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.225-9, 52.225-21. All questions concerning this
RFQ must be submitted in writing to the Contract Specialist. PLEASE
NOTE THAT ANY AMENDMENTS TO THIS SOLICITATION WILL BE PROCESSED IN THE
SAME MANNER AS THIS SYNOPSIS/SOLICITATION. All quotes must clearly
indicate the Solication Number 99X800566 and be sent to the Contract
Specialist's attention at the above address or faxed to (301)443-3238.
All quotes from responsible sources, fulfilling the requirements of
this solicitation, shall be considered if received by 4:00 P.M.,
