The Defense Threat Reduction Agency (DTRA) has a requirement to evaluate, validate, and exercise weaponeering tools for target response, functional disruption, and damage from the full spectrum of weapons both conventional and nuclear. The effort addresses a wide range of fixed ground target classes and target hardness from relatively soft, such as industrial targets to very hard, such as deeply buried facilities. This effort also supports weaponeering exercises for various DTRA lethality programs. Specific tasks will include Vulnerability Models for Weapons; Engineering Algorithm for Tunnel Vulnerability; Measures of Effectiveness; Weaponeering Model Update; and Historical Data Review (an optional task). A 40-month period of performance is contemplated. Contractor personnel will require DoD security clearances at the TOP SECRET-RD CNWDI level.
