negotiate on a sole source basis with the University of South Wales in
Sydney, Australia, to acquire services to evaluate dam safety through
piping research -- A base year, starting September 01, 1999, with two
additional one-year optional periods for a research program on piping
and internal erosion processes in dams will be considered. The
continuing research and reports program will build on the results of
the previous work. Six areas of study are proposed: (1) Development of
concentrated leakage in dams, in embankment, and in foundation; (2)
Initiation and continuation of erosion through embankments; (3) Breach
mechanisms; (4) Fault tree analysis; (5) Earthquake effects; and (6)
Effects of erosion through cracks in dams. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
proposed action is for services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. The Government believes that only one responsible source can
provide the services that will satisfy the agency requirements. A
Justification for Other than Full and Open Competition has been
prepared in support of this acquisition. Firms that recognize and can
provide the required items and services described above are encouraged
to identify themselves and give written notification to the
Contracting Officer. Firms believing they can provide similar required
services must provide supporting evidence of their qualifications and
skills. This notice is not a request for competitive quotes. All
responses received within 7 days of the date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this proposed action based on responses to
this notice is solely within the discretion of the Government.

determining whether to conduct a competitive procurement. Responses
