The objective of this requirement is to obtain the necessary personnel, facilities, materials, equipment and services to perform compliance testing to demonstrate that certain vehicles meet Federal motor vehicle safety standard (FMVSS) No. 121 "Air Brake Systems." The tests shall be conducted in accordance with the Office of Vehicle Safety Compliance (OVSC) Laboratory Test Procedure TP-121V-04, sections 10.1, "Verification of Required Equipment", 10.2(L), "Brake Actuation and Release Timing" and 10.3, "Road Tests". Bidders must have the necessary testing facilities, materials and equipment capable of meeting the testing requirements as specified by the Solicitation and the Laboratory Test Procedures TP-121V-04,dated May 1999. The Government may require a demonstration test at the Offeror's expense prior to Contract Award using the Testing Facilities, Materials, Personnel, and Equipments that the Offeror proposes to use in the performance of the contract. No Subcontracting will be permitted. Manufacturers of Vehicles and/or (brake) components to be tested are not eligible for award of this requirement.
