Be advised -- the subject Request for Quotations (RFQ) will be processed under FAR 13.5, Test Program for Certain Commercial Items, simplified acquisition procedures. When acquiring commercial items using the procedures of FAR 13.5, the requirements of FAR Part 12 apply, subject to the order of precedence provided at FAR 12.102(c). Offers will be evaluated in accordance with FAR 13.106-2, Evaluation of Quotations or Offers. The RFQ will be issued on July 21, 1999 and the closing date and time will be Monday, August 9, 1999, at 3:00 PM, E.S.T. This will be a 100% small business set-aside and the small business size standard is $5 million dollars of average annual receipts. The SIC code is 8742. The total project period of performance will be for 12 months from the date of contract award. Award is anticipated by mid-September, 1999. It is anticipated that TWO (2) fixed-rate, indefinite delivery/indefinite quantity, task order contracts will result from the solicitation. Firm, fixed-price task orders will be issed under each contract. One contract will be for expert knowledge management consulting services and the other contract will be for expert communications management practices consulting services. The specific instructions to offerors and the evaluation criteria are set forth in the RFQ. Those parties who previously requested the subject RFQ need not submit another request; all initial requests for the RFQ will be honored.
