Center Division, Newport, intends to award a Firm Fixed Price (Internet
Access Subscription Renewal Services) contract to Information Handling
Services, Inc., 15 Inverness Way East, Englewood, Colorado, pursuant
to the authority of 10 U.S.C. 2304(c)(1) Only One Responsible Source
and in accordance with Federal Acquisition Regulation Part 13,
Simplified Acquisition Procedures and Part 12, Acquisition of
Commercial Items. This is a sole source because of the linking
compatibility requirements of the predecessor contract
N66604-98-M-AH90. There will be Two Lots. The following electronically
provided information is required: Lot I CLIN 0001, Logistics Database.
Must include the following databases and information: 1. Federal
Logistics Information System (US MCRLI,2,3; MIL C; Department of
Defense I&S Master Ordinance Equipment (MOE) Rules, Technical
Characteristics) 2. Handbook series identifiers H-Series Handbooks
(Contractor and Government Entity (CAGE) H4/H8) 3. Procurement
histories (from Navy, Marine Corps, Defense Logistics Agency, Army and
Air Force Inventory Control Points) 4. Navy Allowance Parts List
(NAPL)/Allowance Equipment List (AEL), Trident APL/AEL 5. Navy Master
Data File (NMDF) 6. Product Item Description Data (PID) 7. Navy Item
Control Number/National Item Identification Number (NICN/NIIN) 8.
Consolidated Hazardous Identification Number (CHAIN) 9. Fleet Support
Improvement Program (FLSIP) data 10. List of Items Requiring Special
Handling (LIRSH) 11. P2002 12. Hull Number data Searching -- The
Logistics data must be searchable by the following methods: (1) Keyword
-- Search for an item name regardless of the sequence of search terms.
(2) Company Name -- Search by individual CAGE codes of a company or
consolidate all CAGE Codes of Manufacturer into a single and quick
search (3) Technical Characteristics -- Search by "true technical
characteristics," using actual general term and then search all
technical characteristics that match that general term. (4) Batch
search -- must be able to batch search in every database including
Procurement History, CAGE and Navy Allowance Parts List Files (APL).
(5) NICN/NIIN -- Must be able to cross reference old Navy NIINs to the
new FLIS number and must also contain Shelf Life Action Code, Type of
Space Code and Special Material Content. (6) Federal Logistics
Information System (FLIS)to APL/AEL -- Must be able to directly cross
reference from FLIS directly by Link to APL/AEL. (7) Cross reference to
Alternate Navy Parts -- Must be able to not only search and identify by
FLIS references but also cross reference to NAVY CRF files. (8) Hull
Numbers/APL -- Must be able to retrieve APL by specific Hull Number and
view all Hull numbers associated to a particular APL. (9) Nomenclature
-- Must be able to search for an APL by the name of the end item.
Output -- Access to data must include the following output options: (1)
APL/Microfiche (2) NAVY ICAPS (3) NAVY ROMIS CLIN 0002, Navy Allowance
Parts List Files Also, services will be for Internet on-line access to
the above CLINs, with a 2 contiguous bit unlimited time access. The
services should be accessible from any Windows 95/NT desktop Personal
Computer within Code 83 and the services shall include installation as
required and any maintenance. The service shall include an index,
which will allow various types of search and the ability to identify
and retrieve specific documents. As a minimum the images should be full
text documents scanned to insure information integrity, the Military
Specifications and Standards should be directly linked to the Logistics
Data. Military documents should be updated at a minimum on a monthly
basis and the Commercial Specifications and standards at a minimum of
60 days. The Historical Military Standards shall be all-inclusive and
will be linked to the Military standards Data Bases. This military data
base must be linked to the Logistical Data Base, CLIN 0001, and shall
include H4/H8 Series Handbooks and NASA Documents. The DOD adopted
Industrial Standards on-line shall include as a minimum Accepted
Standards from the following organizations: 1. A2LA, American

Instructions and Directives. This must include Internet access to Naval
Instructions and Directives including all 905 Active/Cancelled and
Superceded NAVSEA Instructions. These instructions must use a common
Index to the Department of Defense and Military documents. For CLINs
0002, 0003, 0004, and 0005, the following is required: A single
internet index with homogenous networkcentric solution must contain the
following features for CLINs 0003, 0004 and 0005. (1) Document Summary
-- Must include Title, Scope, Intended Use Statement, Keywords
assigned by Author and Applicable Documents. Must be able to link
directly to Applicable Documents including Commercial Non-Government
Standards. (2) Searching -- Must be able to Keyword search Title,
Scope, and Intended Use Statement. Also keyword search actual full text
ofMilitary Specifications, Military Handbooks, Detail Specifications
and Military Performance Standards. (3) Navigational Outline -- Must be
able to link from Outline sections directly to actual American Standard
Code for Information Interchange (ASCII) Full text page for Active
Military Specifications and Standards. (4) Cross-reference to Federal
Logistics Information System -- Military Specifications that are part
numbers must link directly to Federal Logistics Information System data
including CAGE code, Procurement history, Master Ordinance Equipment
(MOE) Rules and Technical Characteristics without leaving
Military/Department of Defense service. (5) Document History --
Document History is to include the date of the base document as well as
any revisions or amendments (6) Responsible Activities -- Report must
include addresses and phone numbers for Preparing Activities,
Custodians, Reviewers and the Society/Organization. (7) Updating -- All
services must be kept current with updating of Internet services every
7 days. Delivery will be via Internet Access. Standard Classification
Code (SIC) 7375, Government Standard Size $18 Million RFP release date
is expected to be 7/26/99. Our department no longer issues
solicitations or amendments in paper form. Instead, they may be
