817-509-3520 The National Cartography & Geospatial Center, Natural
Resources Conservation Service requires the following services for a
base period starting approximately 10/01/99 and ending 9/30/00, and an
option period which would start appromimately 10/01/99 and ending
9/30/01, to be performed by a fully operational facility that is
adequately staffed to handle the workload within the prescribed time
frames, and experience in technical photography, encompassing
multi-layer reduction and enlargement, with exact registration and
follow-through: Group 1 -- Stripping -- register, strip and clean
negatives of maps for composite photographic printing, either contact
or projection. Maps may contain from 2 to 5 negatives; Group 2 --
Camera Work -- Max. original size -- 40" X 60", max. film size -- 42"
X 72". Must be able to enlarge 450% on single exposures. Exposures are
individually ratioed to a furnished percentage factor, with a
tolerance of +/- 0.002 inches in 18 inches. Original material will be
aerial photographs with inked lines or line originals on film or paper.
Some original will require attaching a bar scale and/or identification
tab before exposure; Group 3 -- Projection Printing -- Max. original
size -- 40" X 60". Max. file size -- 42" X 72" Must be able to enlarge

furnished percentage factor, with a tolerance of +/- 0.002 inches in 18
inches. Original material will be aerial photographs with inked lines
or lilne originals on film or paper. Some original will require
attaching a bar scale and/or identification tab before exposure; Group
4 -- Contact Printing -- Max. film size -- 42" X 72". Contact printing
from line or halftone copy, scribecoat, peelcoat, continuous tone, etc.
Frequent negative to negative and positive requirements. Occasionally
stacking of two positves during one exposure to obtain a single
negative is required; Group 5 -- Color Proofing -- Individual Colors.
Color proofs on 3M color Key material or Dupont Cromacheck materials
from negatives, scribecoat, peelcoat, etc. Some negatives will be
pre-scribed while others will require screening to specified
percentage. Composite exposures may also be required. Screening will be
standard printing angles for each color. Color required will be black,
magenta, process yellow, cyan, process blue, green, red, orange, and
brown. Type of material will also be secified, based on size of
materials available or prefenece. 42" X 60" maximum film size.
Resultant Contract is subject to the Service Contract Act, and the
place of performance is unknown. Wage determinations have been
requested from Texas. The Contracting Officer will request wage
determinations for additonal localities if asked to do so by August 10,
1999. Prospective bidders must bid for the option contract period as
well as the basic contract period. Award as an indefinite-deliver
requirements-type contract will be made to the responsible bidder whose
bid, conforming to the invitation forbid, will be most advantageous to
the Government considering only price and the price-related factors
included in the invitation. The Government reverves the right to decide
to modify the contract for coverage of the option period for the
pricing submitted in response to this solicitation. Request for
