The Cooperative Threat Reduction Office of the Defense Threat Reduction Agency (DTRA) has a requirement for construction of an On-Shore Defueling Facility for unloading SNF from SSBNs scheduled for elimination pursuant to objectives of the START I Treaty, START II Agreement, and the existing CTR Program. DTRA intends to award a sole source contract to the the Zvezdochka State Machine Building Enterprise. Under the terms of the START I Treaty, the Russian Federation has designated the Zvezdochka State MAchine Building Enterprise as an elimination site and therefore, requiring an On-Shore Defueling Facility. DTRA believes Zvezdochka is the only source able to perform this effort. Any other firm desiring consideration must fully identify its capability to perform the requirement.
