of work includes the contractor providing all labor, materials,
equipment and supervison to complete the project located at Francis S.
Gabreski ANG Base, Westhampton Beach, NY. Work includes the
replacement of metal siding, doors, frames and hardware, painting,
remove exisitng ground floor offices and construct new mezzanine rooms,
removal and replacement of existing lighting fixtures in offices and
shops, adding a female restroom with shower, application of special
coating to Hangar Bay Floor, application of EIFS over exterior CMU
walls, new HVAC for all offices and shops, remove and replace entire
roofing, down to structural deck over exisitng offices, shops and cast
half of hangar bay, replacement of upper windows with Insulated
Transluscent Panels, and lower windows with projected windows,
renovation of exisitng aircraft wash system, construction of new
partitions with metal stud and drywall, relocate sprinkler heads to
suit new ceiling layout, installation of new air compressor, air dryer,
and compressed air lines within the compressor rooms, remove exisitng
boilers, steam and condensate diistribution piping and replace with hot
water perimeter radiation heating piping, install two new 200 MH hot
water boilers, tie in HVAC system with exisitng DDC system in the Base
Civil Engineering Office, install air conditioning and ventilation
systems, upgrade communications to support high speed plan and
efficient voice circuits. The Construction Schedule and all phases of
the project will be closley coordinated with the Base Civil Engineer.
Construction time is 365 calendar days. The magnitude of the project is
between 1 and 5 million dollars. The project will be bid as a lump sum,
firm fixed price type contract. The issue date of the solicitation wil
be on or around 9 August 1999 with a Bid Opening Date of on or around
9 September, 1999. The Standard Industrial Code applicable to this
solicitation is 1542. The solicitation is unrestricted, all responsible
parties may submit a bid. A pre-bid meeting is scheduled for 24 August,
1999 at 10:00 local time. Interested firms may request a solicitation
packet from: USPFO-NY, ATTN: MNPF-PC, 330 Old Niskayuna Road, Latham,
NY 12110-2224. All requests for solicitation packets must be
accompanied by a cashiers check, money order or bank draft in the
amount of $100.00 made payable to the U.S. Treasury. Firms should
identify on the request whether they will bid as a prime contractor,
subcontractor or material supplier and their firms respective business
size (i.e. small, large, disadvantaged or woman owned). Funding is not
presently available for this acquisition. Contract Award will not be
made until appropriated funding is made available for which payment for
