Army, Communications-Electronics Command (CECOM), Research, Development
and Engineering Center (RDEC), Intelligence and Information Warfare
Directorate (I2WD) intends to award a new Firm Fixed Price, Indefinite
Delivery-Indefinite Quantity (IDIQ) on a sole source basis. The period
of performance is for two years from date of awarded contract (DAC).
The contract value is not to exceed $28.5M for estimated quantity of
150 commercial, NDI, 101Z X-ray systems manufactured by American
Science & Engineering (AS&E). AS&E maintains proprietary information,
technical and patent rights on the 101Z X-ray systems and such items
are the only equipment that will meet the USCS's requirements. The
system must have the ability to: (1) capture transmission x-ray and
Compton scattered x-ray photons; (2) display dual imaging of
transmission and Compton scattered x-ray images; (3) be mounted in a
standard General Motors G-3500 van or similar vehicle in form, fit and
function; (4) operate at a level of exposure less than .5mR per hour
at 2 inches from the cabinet. The system must also be completely
self-contained and able to be operated with no additional equipment
required. The system should be capable of operating either by
self-contained generator power or local shore power. Also, the system
shall be able to operate in extreme environments found along southwest

to solicit and negotiate with Only One Responsible Source under
authority of Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1(b)(2). This
synopsis of intent to award sole source is not a request for
proposals/offers. However, any firm capable of meeting the above
requirements and desiring consideration are requested to fully identify
their interest/capabilities plus to submit bid sample of similar system
within 15 days of the synopsis date. All correspondence and questions
