accordance with FAR 12, Acquisition of Commercial Items and an award
will be made in accordance with FAR Par 13, Simplified Acquisition
Procedures. The U.S. Department of Energy, Federal Energy Technology
Center, Pittsburgh, PA 15236 intends to issue a Request for Quotations
(RFQ) for a 8000 cubic feet per minute bag house, cyclone, and blower
to be delivered to U.S. Department of Energy, Albany Research Center,
1450 Queen Ave SW, Albany, OR 97321. The cyclone, bag house, and
blower components to handle 8,000 cfm -- -(The equipment will be
positioned in that order, The Albany Research Center shall complete the
work of interconnecting ducts and other associated facilities.). The
bag house shall include the following salient specifications: 1) Bag
house, cyclone, and blower to be located outdoors, so they need to be
able to resist rain and winds (be appropriately corrosion resistant and
sturdy); 2) Bag house, cyclone, and blower to treat gases drawn from
experimental furnaces, but it will be diluted with ambient air.
However, in the bag house would prefer high temperature/corrosion
resistant bags (such as Ryton or next lower level); 3) Moisture content
of gases, basically ambient relativity humidity of the dilution air; 4)
Bag house and cyclone to be operated on suction side of blower, i.e.
blower located downstream from the cyclone and bag house; 5)
Particulate to be removed are arc furnace dusts with particle sizes of
-- -(a) 100 mesh = 98% passing; (b) 200 mesh = 89% passing; (c) 325
mesh = 78% passing; (d) 400 mesh = 65% passing; 6) Bulk density of
dust, about 50 lb/ft3; 7) Requirements for dust removal, bag house
hopper(s) should have an adapter and flange to fit a 55-gal drum. The
55-gal drum should fit under bag house hopper(s) so that dust can be
discharged into the drum. Would also like to be able to discharge dust
from cyclone downward into a 55-gal drum; 8) Intermittent operation of
bag house, cyclone, and blower. When operating, will run from 12 to 24
hours at a time; 9) Desired efficiency, about 99% particulate removal;
10) Previously used air-to-cloth ratio of between 5:1 to 6:1; 11) Bags
should have a pulse-jet (or similar) cleaning system. NOTE: three
pieces of equipment are required for this system in "B": (1) a cyclone,
(2) a bag house, and (3) a blower, all sized based upon the information
above. The proposed purchase order is 100% set-aside for Small Business
concerns with a Size Standard of 500 employees. Evaluation is based on
best value including cost and ability to meet stated requirements.
Tentative issue date for RFQ is on or about August 4, 1999. A firm
fixed priced purchase order will be issued. Anticipated award will be
on or about August 17, 1999. Request for RFQ shall be in writing,
stating RFQ number 99YS01859, complete, company name, point of contact,
address, area code and telephone number, and facsimile number.
