(SSA) is soliciting quotations for a web-based product that enables
participating users to share information or jointly draft documents, as
described below. This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
solicitation is issued as a request for quotation (RFQ) Number
SSA-RFQ-99-Webtools. This announcement constitutes the only request for
quote (RFQ); a written RFQ will not be issued. The RFQ document and
incorporated provisions and clauses are those in effect through the
most current Federal Acquisition Circular. The standard industrial
classification (SIC) code for this acquisition is 7372. The small
business size standard is $18 million. Proposals submitted in response
to this RFQ shall be submitted by July 30, 1999, 3:00 p.m. Eastern
Time addressed to Social Security Administration, Office of Acquisition
and Grants, Attn: Cynthia Spencer, 1710 Gwynn Oak Avenue, Baltimore, MD
21207. Offerors shall quote on ALL OR NONE of the items identified in
the RFQ. REQUIREMENTS: The SSA Office of Hearings and Appeals (OHA) is
seeking vendors who can provide COTS web-based software that will run
on vendor provided hardware capable of operating in the SSA Intranet
environment and will allow OHA users to logon to use and share
information. MANDATORY SOFTWARE REQUIREMENTS: 1) allow the use of any
common web browser; 2) offer logon security in the form of ID and
password; 3) permit a user to access any site in a multi-site
environment based on the security limits specified for a user; 4) offer
a calendar type function; 5) offer a library function where members of
a site may share folders, documents, etc.; 6) offer a work environment
for document drafting and information exchange within defined
workgroups; 7) allow use of a broadcast function; 8) enable task
assignment between defined workgroup members; 9) must run under
Microsoft Windows NT Workstation 4.0 and must be certified by
Microsoft; 10) hardware must accommodate at least 8,000 users,
efficiently; and 11) the software shall provide a 1-year warranty at no
additional cost. Warranty for the purpose of this announcement shall
consist of: 1) automatic updates and revisions, as released; 2) the
term "warranty" shall be used interchangeably with "maintenance". This
is a brand name or equal specification. The following web-based
products have been determined to meet SSA's requirements: 1) Database
Server, qty 1 each; 2) Windows NT, qty 2 each; 3) Cold Fusion V.3 (1.1
Professional), qty 1 each; 4) MS SQL Server V.6.5, qty 1 each; 5)
License; and 6) WebWorks Scrip, qty 1 each. ADDITIONAL INFORMATION --
Training will be needed for OHA employees and may contain two
scenarios: 1) two-days (eight hours each) of on-site training at the
OHA, located in Falls Church, VA 22041 involving approximately five (5)
employees from OHA Headquarters and the remaining twenty-five (25) from
various field offices; this training must be specifically directed at
user support for a large number of users, due to limited training
facility space, two separate classes are needed; 2) the scenario
coupled with the installation of equipment in Baltimore whereby the
vendor must install the equipment, and provide training to the SSA
systems staff that will maintain the equipment. The training, in
conjunction with the equipment installation, may last up to two weeks.
PROPOSAL SUBMISSION REQUIREMENTS: Quotations must reference
SSA-RFQ-99-Webtools and be submitted via e-mail to
cynthia.spencer@ssa.gov, faxed to 410-966-5982 or regular mail
(including hand delivered) addressed as cited above by July 30, 1999 at
3:00 p.m. Eastern Standard Time. Quotations should have descriptive
literature sufficient for SSA to determine acceptability. The software
will reside at SSA headquarters in Baltimore, MD. Quotations must
include reference(s) where the quoted software is functioning in a
Windows NT environment. Delivery addresses will be provided upon award;
however, it should be noted that the delivery addresses would be FOB
Destination. EVALUATION FACTORS: Provisions at FAR Part 52.212-2
Evaluation -- Commercial Items apply to this RFQ. The Government will
award an order resulting from this RFQ to the responsible offeror whose
quotation confirming to this RFQ will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers in descending order: past performance
(provide references of performance in a Windows NT environment), ease
of use and price. The primary factor in award selection will be past
performance with ease of use and price being the secondary factors. No
award will be made to the offeror that does not meet the technical
requirements of this announcement. The provisions at FAR Part 52.212-1,
FAR Part 52.212-4 and FAR Part 52-212-5, apply. Offerors are advised to
include a copy of the provision at FAR Part 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their offer.
