Reference TLS99 when responding to this announcement. The Social
Security Administration (SSA) is seeking vendors who can provide a
commercial off-the-shelf (COTS) software product to support an employee
oriented Time and Labor system. The software product/package must
operate on a Windows NT 4.0 and higher workstation attached to a
Windows NT server 4.0 and higher and must have the following
capabilities: 1) Provide an automated daily sign-in/out capability for
approximately 65,000 employees in over 1400 locations. User
authentication is mandatory, with the use of SSA Personal
Identification Numbers and passwords; 2) Provide flexible reporting
tools that allow managers and staff to have efficient access to detail
and summary data at various organizational levels; 3) Support agency
level accumulation and extraction of an interface file for transmission
to the SSA payroll provider on a very tight schedule. Time and
attendance information will be summarized on an agency wide database.
The Agency's payroll provider is the Department of the Interior,
National Business Center's Federal Payroll and Personnel System (FPPS);
4) Provide for amendment and editing processes to ensure data accuracy
and integrity and minimize downstream payroll logic errors; 5)
Interface with in-house human resources management information systems
to validate critical employee information. The current SSA system is
written in COBOL and uses VSAM files. The agency is transitioning to a
PeopleSoft based HR system with the use of an Oracle database; 6) The
software package must be tunable/flexible in its ability to: Perform
current timekeeping processes and be adaptable to future policy and
procedural changes; Support both positive time reporting and
timekeeping by exception; Accommodate all types of agency leave and
hours worked, down to the quarter hour; Provide the ability to access
employee records by multiple methods such as, Social Security Number,
employee name, location etc; Support premium pay and differentials for
shift work, Sunday work, and holiday work; Support requests, routing
and approval by administrative personnel of requests to work additional
hours (overtime, credit hours, compensatory time, religious
compensatory time); Support requests, routing and approval by
administrative personnel of requests for leave and unpaid absences;
Support multiple methods for sign-in/out including an override feature
for timekeeping personnel; Support up-to-the-minute maintenance of
balances; Provide online help support and alerts (e.g. leave balance
alerts to prevent request/approvals of leave not yet earned); Provide
for reconciliation of balances with external payroll system balances
(the official record); Attribute time worked to projects and/or to
other cost and accounting codes; Support retroactive application of
time and attendance amendments to prior pay periods; Provide ability to
prepare employee time and attendance information on an emergency basis
in the event of hardware failure from an individual office or group of
offices; Provide application accessibility for persons with
disabilities; Support record archiving and retrieval; 7) The software
package must provide an audit trail facility. Responsible organizations
possessing the requisite expertise and resources are invited to submit
information concerning their pricing, capabilities, experience, and
other pertinent data (including GSA contract information). Please
include references of other users of this software and information
regarding the type of technical support that is available; such as
training programs, customer support hotlines, documentation, etc. Any
literature, or information submitted as a response to this notice, must
contain enough information attesting to the capability of a product
proposed to meet SSA's requirements. SSA will evaluate all technical
literature received to ensure that any products offered meet the
requirements listed herein and to ensure such software is capable of
meeting pertinent Office of Personnel Management and General Accounting
Office regulations and guidelines; Is compatible with the Agency's
privacy and security requirements; Is compatible with the Agency's
accessibility hardware and software solutions and supports a browser
based user interface that is compatible with the Agency's Intranet
standards. The Agency may consider all products that have the
capability of providing the services necessary to acquire, edit,
process, amend and transmit time and attendance information. However,
the software products/package must be field proven with a proven track
record. That is, it must be currently commercially available and in
use in production environments at multiple (preferably Federal)
customer sites. Software that is in BETA testing or in development will
not be acceptable. SSA must be able to contact existing users for
reference purposes. As part of the evaluation process SSA may ask to
conduct a test or demonstration of the software products/packages
