L. Presnell, sandra.presnell@msfc.nasa.gov. NASA/MSFC plans to issue
a Request for Proposal (RFP) for an increase to the current
level-of-effort under Contract NAS8-40836. The contract provides
professional engineering and scientific services in support of the
Marshall Space Flight Center. A recent assessment of new and expanded
program/project objectives necessitates additional man-hours to meet
the current contract's project requirement through February 2000. When
the original Request for Proposal (RFP) for Contract NAS8-40836 was
issued in September 1994, the requirement for MSFC support on numerous
NASA project was yet undefined, thus the original level-of-effort
specified within the RFP was based on 204 FTEs. Since that time, MSFC's
role has been more clearly defined at a level much greater than
anticipated. MSFC is dedicated to fulfilling these expanded
commitments, thus the necessity for additional skills and resourse
through the Science and Engineering Support Services contract.
NASA/MSFC intends to purchase the services from Sverdrup Technology,
Inc., Huntsville, Alabama, pursuant to the authority of 6.302-1, which
implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of
supplies or services from only one source when no other supplies or
services will satisfy agency requirements. Sverdrup Technology, Inc.,
is the only responsible source capable of providing timely continuation
of ongoing, yet expanded, efforts in microgravity, advanced space
transportation, the International Space Station, and other
MSFC-assigned projects, such as Chandra. Sverdrup has the specialized
skills in place to immediately enable MSFC to meet new and expanded
roles and responsibilities within the established/known critical time
contraints. Continuity of services under this contract is vital and
must be continued without interruption in order to fulfill established
critical schedules. At least 30 critical milestones supporting the
aforementioned NASA programs/projects must be met over the next eight
months of this contract year. Recompetition at this juncture would
initiate unwarranted risks to the aforementioned NASA program/projects.
The Government does not intend to acquire a commercial item using FAR
Part 12. See Note 26. RFP will be released on or about 15 days after
publication of this synopsis in the CBD. Firm date for receipt of
proposals will be stated in the RFP. All responsible sources may submit
a proposal which shall be considered by the agency. An Ombudsman has
been appointed, See Internet Note "B". See Note 22. Any referenced
