505/846-4624. Research and Development Notice of Contract Action,
reference CBD Announcement No. 251047, 17 Sep 98. The USAF AFRL is
preparing and will issue a Request For Proposal (RFP) on or about
fifteen (15) days from the date of this announcement via the internet,
www.eps.gov. It will be titled "Directed Energy, HPM, PP, PPS and R&D
Efforts" Program. Hard copies will be provided upon request. Sources
who responded to the Sources Sought Synopsis have been placed on the
current Source List, therefore, there is no need to reapply. This
acquisition will be issued under full and open competition with a SIC
Code of 8731, and Size Standard of 500. This acquisition involves
technology that is subject to Export Control laws and regulations. Any
resulting RFP will require that the contractors be registered and
certified with Defense Logistics Systems Center (DLSC), 74 North
Washington, Battle Creek MI, 49016-4312, telephone (1-800-352-3572) and
web site, http://www.dlis.dla.mil/ccal. Foreign owned firms are advised
they will not be allowed to participate as the prime contractor. Any
resulting contract will contain information up to the Top Secret level
and will require the contractor to maintain a Top Secret facility
clearance. Submit DD Form 2345 by mail to AFRL/PKDP, 2251 Maxwell Ave.,
Kirtland AFB NM 87117-5773 or fax (505) 853-3398. The Government does
not intend that Federally funded Research and Development Center
(FFRDCs) use privileged information or have access to facilities that
compete with the private sector. Therefore, if any proposals respond
with FFRDCs as subcontractors, their proposals must provide rationale
that supports the unique capability of the FFRDC. Also, the
contractor's proposal must demonstrate that the FFRDC can accept work
from other than the sponsor. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors, primarily during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
Contracting Officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel in the pre-proposal phase of the acquisition. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
contact the AFRL/PK Ombudsman, Mr. Eugene DeWall, at (505) 846-4979 or
at the Directorate of Contracting, 2251 Maxwell Avenue SE, Kirtland
AFB NM 87117-5773. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
