for Proposal, on a sole source basis in accordance with 10 U.S.C.
2304(c)(1) -- One responsible source. NASA/GSFC plans to obtain support
from Space Applications Corporation of Vienna, VA, for a three month
extension (October 1, 1999 through December 31, 1999) with three
one-month optional extensions from (January 1, 2000 to March 31, 2000)
to existing contract NAS5-32560. The contractor shall furnish the
necessary personnel to provide scientific and technical support for the
Climate and Radiation Branch and the Tropical Rainfall Measuring
Mission Office in conducting research programs in modeling,
simulations, and analysis of Earth's climate and radiation involving
aerosols, clouds, rainfall, atmospheric and surface radiation, climate
dynamics, and remote sensing of atmospheric and surface properties.
SAC has gained specialized experience critical to the successful
completion of the above missions. SAC has processed and analyzed data,
developed and implemented satellite algorithms, and compiled and
implemented computer software for cloud, rainfall, and climate models.
Many of the cloud, rainfall, radiation, and climate models are
specifically developed in the Climate and Radiation Branch and the
Tropical Rainfall Measuring Mission Office and supported by SAC. The
Climate and Radiation Branch and the Tropical Rainfall Measuring
Mission Office are committed to specific and specialized missions
regarding the delivery of scientific data, software, analysis tool, and
physical and numerical models during the period from October 1, 1999 to
December 31, 1999. The launch of EOS-Terra satellite has been further
delayed until the summer or fall of 1999. Technical expertise of SAC is
unique to the missions of Climate and Radiation Branch and the Tropical
Rainfall Measuring Mission Office. Replacement of the incumbent by a
new contractor will require intensive training of any new contractor,
which is time-consuming and expensive and would cause unacceptable
delays in meeting the agency's requirement. Award to any other source
for this three month period would cause unacceptable delays to the
missions of the Climate and Radiation Branch and the Tropical Rainfall
Measuring Mission Office. The phase-in time and lead time for new
contractor personnel to become minimally experienced and functional to
meet the Government requirement will certainly result in unacceptable
delays in milestone schedules. This three- month extension period is
required to ensure continuation of support until the follow-up
competitive procurement is awarded. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. See Note 22.
An Ombudsman has been appointed. See Internet Note "B" Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitivebasis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Firm date for receipt of offers will
be stated in the RFP5-12538-263]. All qualified responsible sources
may submit an offer which shall be considered by the agency. Any
