Administration intends to issue a contract to Bell Atlantic under the
authority of FAR 6.302-1 through solicitation number 6TSA-99-CSC-0164.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 90-42. Only
one responsible source and no other supplies or services will satisfy
agency requirements. A justification for Other than Full and Open
Competition is being prepared in support of this acquisition. This
procurement is for switched telecommunications services "dial tone"
supporting the Norfolk Naval Shipyard in Norfolk, VA. Switched
telecommunications services must include switched intercom, access to
the Public message network and access to FTS 2000 networks and voice
mail. Number of lines at individual locations varies. Space for
switching equipment will not be provided. Service will be for a period
of one year with 4 additional option years. The Government may
terminate at any time with 30 days written notice. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice is not a request for competitive proposals. All proposals
received by 4:00 p.m., CST, 7/29/99 will be considered by the
government. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
the discretion of the government. Information received will be
considered solely for the purpose of determining whether to conduct a
