Administration (NASA) has a requirement to provide services to support
research aircraft operations, research aircraft systems and Moffett
Federal Airfield operations at Ames Research Center. Note the term
"aircraft" specifically includes "rotorcraft" but does not exclude
"fixed-wing aircraft." The contractor will provide services to support
the Army/NASA Rotorcraft Division, the Flight Projects Office, the
Airfield Management Office at the NASA Ames Research Center and the
Ames portion of the Western Aeronautical Test Range. The Army/NASA
Rotorcraft Division conducts research, technical investigations, and
scientific studies using the aircraft assigned to the
Aeroflightdynamics Directorate at Ames. The Flight Projects Office is
responsible for all the airworthiness and flight operations activities
associated with Army aircraft assigned to support the Army/NASA
Rotorcraft Division flight research mission. The Airfield Management
Office is responsible for the safe and efficient operation of the
Federal Airfield. The Western Aeronautical Test Range supports flight
test operations at Ames Research Center. The services required include
management, engineering, mechanical, electrical, electronics,
instrumentation, operations, maintenance, software, data systems,
administrative, and clerical. The requirements include complete
planning and staffing, as well as providing for: purchasing, property
management, managing financial, personnel, systems and facility
resources as well as conforming to established NASA policies and
budgetary guidelines. This procurement will have a base period of two
years, one option period of one year and one option period of two
years. Release of the draft RFP should take place on or about July 22,
1999. The release of the draft RFP will allow approximately 20 days
for industry comment concerning any aspect of the acquisition,
including the structure of the entire RFP. Prospective offerors are
invited to submit comments or questions in writing to Deborah E. Glass
via electronic transmission or facsimile transmission. After all
comments are received, the RFP will be revised as necessary and will be
formally released to industry in late August 1999 with proposals due
approximately 30 to 45 days later. Contract performance is anticipated
to begin the early part of calendar year 2000. A presolicitation
conference is planned for early August 1999. Continue to monitor this

procurement will implement performance-based contracting methods and
will use the Federal Acquisition Regulation (FAR) & NFS 1815.3 source
selection process. The solicitation will be issued with a warning to
the offerors that award without discussions is contemplated. NPD 5000.2
Uniform Methodology for Determination of Small and Small Disadvantaged
Subcontracting Goals will be used. An ombudsman has been appointed-See
Note "B". The government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. The proposed contract will utilize a
Cost-Plus-Award-Fee (CPAF) contract structure. In accordance with NFS
1811.603(e)(iii) and (e)(v), a rating DO-C9 (Miscellaneous/Other) will
be applied to this acquisition. This procurement is being conducted
using full and open competition. All responsible sources may submit a
proposal that will be considered by the Agency. The SIC Code and Size
Standard are 8711 and $20 million in annual receipts, respectively. The
contemplated acquisition has been reviewed at the Consolidated
Contracting Initiative (CCI) web-site and no other solicitation or
contract was found that could provide the effort required. The intent
to procure was announced on the CCI 1999 Acquisition Forecast web-site
to assure that NASA, and other interested parties, are afforded an
opportunity to include their requirements in the solicitation. The
contemplated contract will be used by Ames Research Center. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL, of
