POTENTIAL SOURCES SOUGHT/A-76 -- Maintenance and Repair of Facilities,
Systems, and Equipment for Navy Public Works Center, Pearl Harbor at
Various Locations, Oahu, Hawaii RFP N62742-00-R-3500. Commander,
Pacific Division, Naval Facilities Engineering Command, Acquisition
Department (ACQ024), 258 Makalapa Drive, Pearl Harbor, Hawaii
96860-3134 intends to issue a solicitation for the work currently being
provided by the Navy Public Works Center, Pearl Harbor, Hawaii. A cost
comparison to determine the feasibility and economy of converting
maintenance and repair of facilities, systems, and equipment performed
by Government personnel to contract performance is simultaneously
being done. A contract will not be awarded unless the costs of
contracting are lower than the costs of continued Government prformance
by a factor equal to or greater than ten percent of the Government's
personnel costs. Government personnel adversely affected by conversion
of government performed services to contract have the Right of First
Refusal for jobs for which they are qualitied. Service requirements
include the following: (1) A licensed contractor(s) to maintain and
repair facilities, systems an equipment located at various locations on
the island of Oahu, Hawaii; (2) Carpentry, electrical, plumbing,
painting, masonry and other work to maintain and repair buildings,
structures; (3) Maintenance an repair of specialized systems and
equipment, i.e., air conditioning, intrusion/fire protection,
uninterrupted power systems, generators, lighting, ordinance grounding,
pumps, valves, shop equipment, galley equipment, etc. The scope of work
encompasses approximately 12,000 facilities (buildings/structures),
3,000 systems, and 23,000 pieces of equipment. The standard industrial
classification (SIC) Code is 1541. The anticipate issue date of the
proposed solicitation is May 2000. The period of performance includes
a 12-month base period with option provisions to extend the term in
subsequent years for a total period not to exceed 60 months. Pursuant
to proposed Small Business Administration policy on joint ventures,
joint ventures by small businesses and small disadvantaged businesses
are highly encouraged. Small businesses with questions concerning joint
