DIRECTORATE OF PENINSULA CONTRACTING Building 2746 Fort Eustis, VA 23604 Request for Technical Proposal, DABT57-99-R-0045, See Note 1 Contracted Services: Dental Assistants to support the U. S. Army Dental Activity Clinics at Forts Eustis, Story and Monroe, VA, is being conducted under Parts 12, 13 and 14 of the Federal Acquisition Regulation (FAR) as a commercial items acquisition. THE GOVERNMENT WILL HOST AN INDUSTRY DAY ON AUGUST 9, 1999 at 9:00 A.M., 1563 JACKSON AVENUE, FORT EUSTIS, VA. Interested vendors should come prepared to discuss the requirement at Industry Day. The purpose of the Industry Day will be to definitize the scope of the requirement, develop commercial terms and conditions for the requirement, including the format for the bid schedule, and establish a date for receipt of technical proposals. The Government will keep minutes of the Industry Day and make these minutes available to offerors. Offeror's technical proposal must comply with the Industry Day minutes. Vendors planning to attend the Industry Day are requested to notify Martha Tooley by facsimile, (757)878-5126, or by telephone, (757)878-4476, extension 263. Please include your name, company name, address, telephone number, and facsimile number with your notification. Interested vendors must submit a technical proposal for review. Vendors will be notified of the date, time and place for submission of technical proposals at Industry Day. The review will determine whether the technical proposal is: acceptable; reasonably susceptible of being made acceptable; or unacceptable. Vendors with proposals determined to be unacceptable will be notified on final determination of unacceptability and will not be invited to submit prices in the solicitation process. Vendors should submit proposals that are acceptable without additional explanation or information. All proposals must clearly identify all of the requirements as provided at the Industry Day. The proposal will be evaluated on the basis of training and/or experience. The Governmentmay make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with offerors. TECHNICAL PROPOSALS WILL BE NO MORE THAN 10 PAGES IN LENGTH. An additional page is granted as a cover sheet identifying the firm. TECHNICAL PROPOSALS WITH MORE THAN 10 PAGES WILL BE REJECTED AS UNACCEPTABLE. Prices will NOT be submitted with technical proposals. Vendors will receive instructions and will be notified of any additional materials, submittals or information required before prices are submitted. Vendors will be bound by their technical proposals. A firm-fixed price contract will be awarded on an all or none basis to that offeror whose proposal is technically acceptable at the lowest overall cost to the Government. FAR Clause 52.214-23 entitled, "Late Submissions, Modifications, and Withdrawals of Technical Proposals under Two-Step Sealed Bidding (MAY 1997)," applies to this request for technical proposals.
