STORET (STOrage and RETrieval) is an EPA maintained database that
provides tribal users with the ability to: 1) Store and retrieve water
quality information. 2) Document the quality of the data that they
collect. 3) Maintain continuity with regards to their data management
practices. 4) Have the option of releasing their data publically.
Thirteen Tribes in Region 8 have already requested the use of STORET.
The EPA Region 8 is looking to address this request in an effective and
sustainable manner by funding a contractor to 1) migrate existing data
sets into each Tribes' local STORET database and 2) create the
companion modules needed to facilitate a simple and seamless approach
to data entry. This data entry process will be flexible and insightful
enough to address the individual needs of the participating Tribes.
Duties, Award Requirements and Deliverables The selected contractor
will work with each participating Tribe to: 1) Assess their current and
future data storage/retrieval needs. 2) Provide recommendations based
on STORET's new data management options. 3) Migrate existing data sets
into STORET. 4) Create and distribute a customizable module for future
data entry. 5) Create and distribute a user specific guide to STORET
and the data entry module. The selected contractor must have
demonstrated experience migrating data into the modernized STORET
database (released November, 1998). This experience will preferably
involve a variety of user groups and have introduced the contractor to
the current efforts which are under way to develop STORET data entry
modules. The contractor should also understand STORET to the point
where they will be able to 1) inform the Tribes of what their data
management options are and 2) help support any data management
decisions that the Tribes make given this new information. Project
costs within the EPA's budget will also be an evaluation criteria. The
contractor will supply the following deliverables: 1) Monthly status
reports. 2) A written assessment of each Tribe's water quality data
within 90 days of the award. 3) A written summary of migration efforts
for each Tribe within 30 days of completion. 4) A customizable data
entry module for each Tribe within 1 year of award. 5) A user specific
guide to STORET and the data entry module within 1 year of award.
Additional Information Invoices shall be on a monthly basis, subject to
the review of the EPA contact. Invoices shall be based on contractor's
hourly rate as listed in their quote and other applicable charges,
i.e., travel, phone charges, mailing and copying charges. For more
