(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation No.DAHA4799T0047 is issued as a Request for Quote (RFQ). Quotes are requested and a written RFQ WILL NOT be issued. (iii) The solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition circular (FAC) 97-12 and Defense Acquisition Circular 98-1. It is the contractors responsibility to be familiar with all applicable clauses and provisions. (iv) This acquisition will be solicited on an unrestricted basis, the Standard Industrialization Code (SIC) is 8243. (v) The 128 ARW Contracting Office has a requirement to train and certify nineteen (19) individuals in Microsoft NT. (vi) The following requirements are applicable: The following individuals require certification: Two (2) individuals in Course Number -- 578 "Networking Essentials"; Seventeen (17) individuals in Course Number -- 922 "Supporting MS Windows NT 4.0 -- Core Technology"; Three (3) individuals in Course Number -- 689 "Supporting MS Windows NT 4.0 -- Enterprise Technology"; Three (3) individuals in Course Number -- 803 "Administering MS Windows NT 4.0"; and Ten (10) individuals Course Number -- 1026 "MS Exchange Server 5.5 Concepts and Administration". (vii) Delivery: 31 December 1999. FOB: Locations in or near the Milwaukee, Wisconsin area. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. (ix) Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated by reference. The Government will award a Purchase Order resulting from this solicitation based on the following: price, technical capability, technically acceptable, responsible, responsive, past performance, and delivery schedule in compliance with the requirements of this solicitation and all referenced clauses with price being the most significant factor. (xi) Clause 52.212-4, Contract Terms and Conditions Commercial Items, is hereby incorporated by reference. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, is hereby incorporated by reference. (xiii) Offeror's submissions shall comply with the instructions set forth in this solicitation and FAR provision 52.212-1, Instructions to Offerors Commercial Items and shall include, in accordance with FAR 52.212-1, the following: Technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements of the solicitation; the terms of any express warranty, price and any discounts; delivery terms; past performance information IAW this clause, and shall include all other applicable information required by this clause.
