Proposals will be solicited under Technically Acceptable Low Offer
competitive negotiation procedures with an anticipated award date of 30
Sep 99. This contract action will result in a Priced Basic Ordering
Agreement (BOA) on which Task Orders will be issued for Type 1 Special
Training services supporting Foreign Military Sales (FMS) customers.
Training capability must support all model C-130
aircraft/subsystems/support equipment and projects may be located in
multiple foreign locations simultaneously. BOA will include
firm-fixed-price, cost reimbursable, and time & material line items.
Training includes academic and OJT/Operational/student support
requirements for all specialties including, but not limited to the
following: organizational (O), intermediate (I) and depot (D) level
maintenance; pilot/aircrew ground school, flying training, flight
simulator, instructor; engineering; and vendor. Training is expected to
be conducted both in CONUS and overseas locations. Contractor shall be
required to provide course charts/outlines for basic off-the-shelf
courses as part of their proposal, as well as proof of . appropriate
certifications and ratings for their instructors. Some user countries
will have Contractor Logistics Support (CLS) contracts in place, and
Periodic Depot Maintenance (PDM) efforts being managed by the C-130
Systems Program Office (SPO). Therefore, the training contractor shall
be required to cooperate fully with the CLS/PDM contractor(s) and
complete a Cooperation Statement IAW AFMC 5315.209-90 (or similar)
clause. The first Task Order issued on proposed BOA will be for the
Bangladesh Air Force (BAF) who will have a CLS contract in place. Point

Industry Day is being held at Robins AFB for the CLS effort on 6 May
99. The HQ AETC International Contracting Officer and Program Training
Manager will be available during this forum to answer questions on the
proposed training BOA and Bangladesh training requirements. Draft
Solicitation will be posted at www.eps.gov on 12 May 99. Intent to
submit a proposal must be submitted within 15 days (NLT 28 May 99) to
the POC by fax at (210) 652-3629 or e-mail at
pamela.barker@randolph.af.mil and include background and
qualifications. Comments on the draft solicitation will be due 11 June
99. All interested parties possessing training capabilities and
experience for this requirement may submit a proposal which will be
