proposals to provide repairs on the interior electrical system at
Building 100, New Boston Air Station in Amherst NH. The project involes
all labor, materials, equipment, tools, transportation, and performance
of all operations required to complete the aforementioned work in
accordance with the specifications and drawings. The principal items of
work include, but are not limited to, the removal and replacement of
existing panelboards and switchboard "DA", the disconnection and
removal of the existing 120/208V distribution system including
equipment and the partial disconnection and removal of the existing
mission critical 208/480V distribution system. It also includes the
installation of new panel boards, breakers, cable trays, and raceway
distribution system. Special care shall be taken with shutdowns as the
project is on a mission critical facility. The magnitude of
construction for this project is between $250,000.00 and $500,000.00.
The Solicitation for this project will ONLY be available at the
following internet address: http://www.herbb.(HANSCOM).af.mil. There
will be no mailings of these items. Drawings will be mailed via United
States Postal Service when the contractor has registered at the
internet address. All interested parties MUST be registered in the
Central Contractor Registration (CCR) Database in order to receive an
award. Applications for CCR registration may be obtained at the
following internet address: http://www.acq.osd.mil/ec. A site visit
will be scheduled at a later date. The Government reserves the right to
cancel this solicitation, either before or after receipt of proposals,
with no obligation to the offeror by the Government. An Ombudsman has
been appointed to hear concerns from offerors during the proposal
development phase of this acquistion. The purpose of the Ombudsman is
not to diminish the authority of the program director, program manager,
or contracting officer but to communicate the offeror's concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as the source of concerns. The Ombudsman does
not participate in the evaluation of proposals or in the selection
process. The Ombudsman is Colonel Steven H. Sheldon, Director,
Commander's Staff, ESC/CO 781-377-5106. The Ombudsman should only be
contacted with issues or problems that have previously been brought to
the attention of the program manager and/or contracting officer and
could not be satisfactorily resolved at theat level. See Note 26.
