SUMNER COMMUTER RAIL STATION The Central Puget Sound Regional Transit
Authority (Sound Transit) will receive bids at Sound Transit, Contracts
Division, 1100 Second Avenue, Suite 500, Seattle, Washington 98101-3423
for the above-referenced solicitation. Bids shall be submitted in two
separate, sealed envelopes as described below, labeled with the above
Contract Number and Contract Title: 1) Submittal Number 1 shall
include: Sections 00201, Declaration and Acknowledgement; 00202,
Bidding Schedule; 00203, Bid Guaranty Bond or other acceptable form of
Bid Guaranty completed as required, shall be submitted and received by
Sound Transit until 2:00 p.m., Seattle time on August 19, 1999. 2)
Submittal Number 2 shall include: Sections 00204-AB, Contractor's Small
Business Participation Plan, Schedule A and Schedule B; 00204-C,
Contractor's Small Business Participation Plan, Schedule C; 00205/AB
Proposed Subcontractors,Schedule A and Schedule B; 00250/C, Proposed
Subcontractors, Schedule C; and 00206, Summary of Good Faith Efforts,
Schedule A, Schedule B, and Schedule C, completed as required, shall be
submitted and received by Sound Transit until 3:00 p.m., Seattle time
on August 19, 1999. As soon as practicable after 3:00 p.m., August 19,
1999, envelopes containing Submittal Number 1 and Submittal No. 2,
properly received will be publicly opened and read in the Board Room,
located on the 4th Floor of Sound Transit's Offices. Bidders accept all
risks of late delivery, regardless of fault. The Work of this Contract
is to construct the Sumner Commuter Rail Station. The Sumner Commuter
Rail Station includes approximately 6.3 acres of site work. The
station is bound on the north by Narrow Street, on the south by
Harrison Street and on the west by Traffic Avenue. The Station will be
built at and around existing Burlington Northern Santa Fe (BNSF)
railroad tracks. The work includes, but it is not limited to, clearing
and leveling of some portions of the site for future work; and
construction of:  Two permanent 600-foot long platforms;
 Two permanent mini platforms;  Metal and glass
platform canopies on both permanent platforms;  A "depot"
shelter with clock tower on the east platform;  A parking lot
on the west;  A parking lot on the east;  A bus aisle
on the east;  Landscaping and irrigation;  Site
lighting;  Platform lighting;  Installation of site
furnishings; and,  Site utilities including electricity,
electrical conduit for future installation of fiber optics installed by
others, telephone, water and related services. The estimated value of
this Contract is in the range of $3,000,000 to $4,000,000. Prospective
bidders, subcontractors and suppliers are encouraged to attend a
pre-bid meeting that will be held to discuss the work to be performed,
constraints imposed by permits, SmallBusiness Participation, and
bidding forms and procedures. The meeting will be held on August 5,
1999, at 10:00 a.m. in the City of Sumner Council Chambers located at
1104 Maple Street, Sumner, Washington. A site tour will be conducted
immediately following the pre-bid meeting. Non-discrimination in
Contracting Discrimination is against the law. In preparing bids,
Bidders are reminded to afford all potential business partners an
equal, non-discriminatory opportunity to compete for business as joint
venture partners, subcontractors and suppliers. Small Business
Participation Sound Transit promotes and encourages small business
participation, which may include minority and women-owned businesses,
disadvantaged business enterprises and businesses owned by persons with
disabilities. Sound Transit is interested in bids that involve the use
of small businesses as prime contractors, joint venture partners,
subcontractors and suppliers serving commercially useful functions. The
following goal is established for small business participation: Sound
Transit's Small Business Goal: 25% of the sum of Schedule A, Bid Items
A-1 through A-6; and, Schedule B, Bid items B-1 and B-2. 25% of the
lump sum amount for Schedule C,Bid Item C-1 Bidders must make good
faith efforts to fulfill this goal when preparing their bids and, if
awarded the contract, must make good faith efforts to utilize small
business firms at levels which equal or exceed this small business
goal. Equal Employment Opportunity (EEO) Sound Transit encourages the
submittal of Bids from firms employing a workforce that reflects the
region's diversity. Bidders are advised that they shall adhere to
non-discrimination provisions and that they shall make reasonable
efforts to meet Sound Transit's workforce diversity objectives on this
contract. Bids shall be prepared and submitted in accordance with the
provisions of the Bidding Documents. A bid guaranty in an amount of at
least 5% of the Total Bid Price (Schedules A, B, and C) must be
included with the bid. Bids shall constitute offers to Sound Transit
for the work set forth under Schedule A and Schedule B, and shall be
binding for 120 days from the date of bid opening. The work of Bid Item
C-1 under Schedule C shall be binding for 120 calendar days From the
date of bid opening. Sound Transit will award the Contract in one of
the following ways: (1) the Total Bid Price for Schedule A, Schedule B,
and Schedule C; or (2) the sum of Schedule A and Schedule B. If Sound
Transit awards a Contract for Schedules A and B, the work of Bid Item
C-1 under Schedule C may, at Sound Transit's discretion, be added to
the Contract by Change Order within the 120 day period. Sound Transit
reserves the right to reject any bid, any portion of any bid and/or to
reject all bids. Sound Transit further reserves the right, but without
obligation, to waive all informalities and irregularities. The
successful bidder will be required to provide a performance and payment
bond in the amount of 100% of the Contract Price issued by a surety
registeredwith the Washington State Insurance Commissioner. The bid
guaranty shall be retained by Sound Transit and applied to any and all
damages sustained by Sound Transit in the event that the successful
Bidder fails or refuses to enter into the Contract awarded to it.
