Fisk, Code 0211. THE PROPOSED ACQUISITION HEREIN IS BEING CONSIDERED
FOR 100% SET-ASIDE FOR SMALL BUSINESS (SB) CONCERNS. Interested SB
Concerns should notify this office via fax transmission, Attn: Code
0211DP of their intention to bid the project as a prime contractor as
early as possible but NO LATER THAN 3 AUGUST 1999. This notification
must include a positive statement of eligibility as a small business
concern, and evidence of capacity to obtain required bonds and at least
2 reference sources (including points of contact) of similar projects
which demonstrates the capability to perform projects of this
complexity and magnitude. If adequate interest is not received from SB
Concerns, the solicitation will be issued on an "UNRESTRICTED" basis.
In either event, an amended synopsis will be issued indicating
set-aside decision. The work includes repairing 13,975 linear feet of
airfield storm drain piping, including manholes/catch basins, either by
internal grouting (point repairs) or inversion liners, or complete
removal and replacement. Pipes range in size from 12" to 54". Also
included is removal and replacement of airfield paving and airfield
lighting. All lead designers must be professionally
registered/certified in their discipline/s. The contractor will be
required to obtain all environmental permits as required and comply
with agency regulations. The Government will award a contract resulting
from this solicitation to the responsible proposer whose proposal
conforming to the solicitation will be the "BEST VALUE" to the
Government, price and technical factors considered. This procurement
will consist of two (2) Phases. Phase I -- will be evaluated based on
the following factors: FACTOR A -- Past Performance; FACTOR B -- Small
Business Subcontracting Effort; FACTOR C -- Technical Qualifications
(1) Design Team (2) Construction Team; FACTOR D Technical Approach (1)
Design Solution Narrative. The highest rated proposers, 3 to 5 (not to
exceed 5) will advance to Phase II. The Government will then request
Phase II proposals. Phase II: Qualified Proposers will be evaluated on
the following factors: FACTOR A -- Past Performance (Same as Phase I
unless revised); FACTOR B -- Small Business Subcontracting Effort;
FACTOR C -- Technical Qualifications (1) Design Team (2) Construction
Team (Same as Phase I unless revised); FACTOR D -- Technical Approach
(1) Design Solution Narrative (Same as Phase I unless revised); The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to award
the contract to other than the proposer submitting the lowest total
price; and to award to the proposer submitting the proposal determined
to be the most advantageous to the Government. PROPOSERS ARE ADVISED
THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT
DISCUSSIONS IF POSSIBLE. Therefore, proposals should be submitted
initially on the most favorable terms. Proposers should not assume they
will be contacted or afforded an opportunity to qualify, discuss, or
revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS
WILL NOT BE COMPENSATED FOR SPECIFICATIONS. TO ORDER PLANS AND
SPECIFICATIONS: The Government intends to issue Phase I on the WEB
only. Phase I will be issued on or about 19 August 1999. THERE WILL BE
A NON-REFUNDABLE CHARGE FOR PHASE II PLANS AND SPECIFICATIONS. To
obtain the Phase I solicitation, offerors must register on the Internet
at http://www.efdsouth.navfac.navy.mil/eb/. Additional instructions
will be provided on the web page. The official plan holder's list along
with all amendments will be maintained and available for downloading
from the web site. This will normally be the only method of
distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY
TO FIRST REVIEW THE WEB SITE PERIODICALLY FOR ALL INFORMATION
PERTAINING TO THIS SOLICITATION; AMENDMENTS PERTAINING TO THIS
SOLICITATION; AND RELEVANT MESSAGES FROM THE COGNIZANT CONTRACTING
