Work consists of furnishing all plant, labor, equipment, and materials and perform all work required for the Simplified Acquisition of Base Engineer Requirements (SABER) IV contract at Seymour Johnson AFB, NC. This will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) construction contract for construction efforts at Seymour Johnson AFB, NC and Dare County Bomb Range, NC. The contract will list a wide variety of individual construction tasks as listed in the PULSAR (MEANS Facilities File). During the contract period the Base Civil Engineer will identify construction tasks required to complete each specific job and the Base Contracting Office will issue individual task orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment and personnel necessary to estimate, plan, design, manage, and accomplish the job. Individual jobs will vary in size with the majority expected to be of a small to medium size. The jobs will include tasks in a variety of trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. All work shall be in strict accordance with the construction documents for VKAG 99-1200. The performance period is one (1) base year with four (4) option years. Multiple awards for this requirement will not be made. The guaranteed base year minimum guarantee is for $200,000.00 with a maximum of $3,000,000.00. (Any option year awarded thereafter will have the same minimum guarantee and maximum.) The minimum amount per task order is $2,000.00 and the maximum amount per task order is $500,000.00. The proposed contract listed here is unrestricted and open to all firms, including small and small disadvantaged concerns. The applicable Standard Industry Classification (SIC) code for this acquisition is 1542 with a three-year average annual small business size standard of $17 million. The successful contractor will be selected using performance/price tradeoff procedures resulting in the Best Value to the Government. Performance is significantly more important than price.
