This is a combined synopsis/solicitation prepared in accordance with
the format in the Federal Acquisition Regulation, supplemented with
information included in this notice. This solicitation incorporates
provisions and clauses at FAR 52.213-4 Terms and Conditions --
Simplified Acquisitions (Other Than Commercial Items) (FEB 1998), and
any others that are applicable and in effect through the current
Federal Acquisition Circular (FAC) and the Defense Acquisition
Circular. It is the contractors responsibility to be familiar with all
applicable clauses and provisions. No RFQ will be prepared or made
available for distribution. While price will be a significant factor in
the evaluation of offers, award will be based on responsive,
responsible, technically acceptable offers received in response to this
CBD advertisement.. Competitive awards may be based on the evaluation
criteria stipulated in the Red, Yellow, Green (RYG) Contractor
Evaluation System. The evaluation criteria is available upon request.
Specifications for Uninterruptible Power System (UPS): This is a
request for a new UPS to replace an existing system. The UPS
distributes conditioned power to a Software Development Lab. The
critical load is powered by an inverter, which obtains its power from
a battery backup system in the event of a utility power outage. This
system is required to provide reliable power distribution 24 hours a
day, 365 days a year. The minimum specification for this unit are as
follows: 1. Minimum 36kVA/24kW, rated 400 Hz Uninterruptible Power
System (UPS), 2. All bussbars, wiring and transformers shall be made of
copper, 3. Input voltage -- 480 VAC, 3 Phase, 3 Wire plus ground, 4.
Output voltage -- 208 VAC, 3 Phase, 3 Wire plus ground, 5. Input
Harmonic Filter/Power Factor Correction, 6. Remote Alarm Summary Panel,
7. Power Monitoring System, 8. Battery Pack System -- 15 minutes at
24kW, 9. Battery Monitoring System, 10. Seismic mounted components, in
NEMA type I enclosures, 11. Year 2000 compliant. Installation forthe
above unit to include the following: 1. Demo, remove and dispose of
existing 400 Hz UPS and batteries (64), 2. Remove unused power/battery
wiring conduit, 3. Install new UPS, 4. Connect input and output
feeders, 5. Connect controls and alarms, 6. Install and attach battery
components, 7. Maintain space habitability. Location of work to be
