COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This is Request for Proposals No. 99WRSS0015. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular No. 97-13. This acquisition is
non-restricted. Standard Industrial Classification Code is 3826, small
business size standard is 500 employees. CONTRACT LINE ITEM:
Liquid-Scintillation Counter for analysis of environmental levels of
tritium, S-35 and C-14, quantity 3 systems. DESCRIPTION: The Liquid
Scintillation Counters will be used to count environmental levels of
radioactive isotopes, specifically for analysis of tritium and
naturally-produced S35 to estimate ages of ground waters and residence
times of lakes and of river and stream basins. System must be fully
automated and capable of automatically changing samples using a
cassette loading system compatible with presently-used counting
systems, which uses 20 ml and 7 ml high-density polyethylene and glass
vials. System must include a computer system with hard disc and floppy
drive, color monitor and printer. Software must be capable of accepting
user defined counting protocols, including adjustable blanking time at
beginning of count, and ability to set up sample counting time.
Software must provide spectral display of energy ranges used in
counting. System must have an electrostatic controller. Counting system
must have a temperature controlled refrigeration system to lower
background and prevent degradation of samples. System must have a low
level counting mode for reduced background in counting low activity
samples. An anti-coincidence shield for the counting system to reduce
background is required. System shall be capable of producing results
with a one sigma uncertainty of 0.15 TU for samples electrolyzed at the
US Geological Survey Tritium Laboratory and counted 1000 minutes. A
monitor arm for the computer monitor is required. System will have user
adjustable energy ranges for optimization of counting statistics.
System must provide an opaque light-blocking cover for samples waiting
for analysis. Software must provide spectral index of samples.
Software must provide instrument performance assessment and save
information to hard disc. User defined formatting of printout and disc
storage of data is required. A linear spectralanalyzer with 4000
channels is required. Must have an automatic power recovery system for
cases where power is restored after a temporary electrical blackout.
All system components must be totally Year 2000 compliant. DELIVERY:
FOB Destination to U.S. Geological Survey, Water Resources Div.,
Isotope Lab, 345 Middlefield Road, Bldg. 15, Menlo Park, CA. Offerors
shall prepare proposals in accordance with FAR 52.212-1, Instructions
to Offerors -- Commercial Items, and include completed FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items. FAR
52.212-2, Evaluation-Commercial Items, is applicable; the evaluation
factors are (a) technical capability of the item offered to meet the
Government requirement, (b) price, and (c) offeror's past performance.
Proposals should include product literature, delivery schedule, and
commercial warranty information. FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items, is applicable, with addendum: FAR
52.204-6, Data Universal Numbering System (DUNS) Number. FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, is applicable, including the
following additional clauses cited therein: 52.203-6, 52.219-8,
52.222-36, 52.222-21, 52.222-26, 52.222-35, 52.222-37, and 52.225-3.
NOTICE: Funds are not presently available for this acquisition. Award
will only be made if and when funds are made available to the USGS.
