Specialist, 202/514-1959 99 -- This is a combined synopsis solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This is a request for proposal, RFP: ADM-R-00203(vs). This
solicitation document and its incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-12. The
Standard Industrial Classification code for this procurement is 4214.
The government's intent is to make a single award. Services are
required as described in the following Statement of Work: The
contractor shall provide support and warehousing related services for
the Immigration and Naturalization Service (INS). These services shall
include removal, transporting, inventory of equipment, 6-month
storage, and re-delivery to INS location. Specifically, the contractor
shall provide these services for approximately 200 -- 400 stations of
product from two locations. Location of products: 1. INS, 425 I
Street, NW Rooms 4014/4213, Washington, DC 20374 (Note: The removal of
products from the INS location must be completed after normal business
hours or on the weekend); and 2. Chesapeake Furniture Contractors
Network, Inc., 1002 Wilso Drive, Baltimore, Maryland 21223. Site visit
of the two locations are available. Contractors must contact and
receive approval prior to visiting the sites from Contract Specialist,
Victoria Short, 202/514-1959. The contractor shall provide all
necessary management, supervision, and personnel to perform these
duties. Deliverable: A written and electronic version of the inventory
list for both locations shall be provided to INS. The due date of the
deliverable will be discussed with the successful offeror prior to
award. A sample of the format to be utilized shall be provided at the
time of proposal submission. The Government reserves the right to make
necessary changesto the format prior to accepting and approving the
proposed format. The contractor shall provide a technical and cost
proposal. Technical Proposal Format: The technical proposal shall
consist of a cover sheet on letterhead stationary listing the RFP being
responded to; the offeror's name, location, and telephone/fax numbers;
a brief statement indicating understanding of the requirements. The
firm providing these services must provide 3 references for past
performance evaluation that include a brief description of the
services/personnel provided, a contact name, and a current phone and
fax number. The services performed must have been performed during the
last 3 years and should be similar to the requested services. A
separate price proposal shall be submitted. The price proposal shall
specifically address labor to load, delivery to contractor providing
these services warehouse, offload into storage, monthly storage fee for
6 months with the understanding that the Government has the option to
extend for an additional 6 months at the same rate, and the re-delivery
and off load of equipment to INS location. Submissions shall consist of
a pricing proposal, a technical proposal, sample inventory format, and
a list of references (an original and two copies of each). The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. The addenda to this provision is that the
SF 1449 will not be used or accepted. Offerors must include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
offer (as part of the price proposal). The clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items, applies to this
acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial
Items, applies to this acquisition. Any clauses or provisions

Offers are due August 2, 1999, by 12:00 Noon EST, at the following
