Desorcie, Contract Specialist, 202-426-0081 The Department of Energy's
Office of Arms Control and Nonproliferation, Nuclear Cities Initiative
intends to issue a sole-source contract to the Analytical Center for
Non-proliferation at the Russia Federal Nuclear Center -- All-Russia
Research Institute of Experimental Physics to provide an analysis of
the current and forthcoming Russian Federation legislation on the
closed cities, nuclear weapons and control of dual-use technology
exports and its significance for nuclear weapons nonproliferation and
conversion, and an analysis and summary of the Russia Federal Nuclear
Center's experience in conversion from weapons design and production to
commercial applications. The contract will also provide for the
development and issuance of quarterly information bulletins about the
closed city of Sarov (Arzamas-16), to include the All-Russia Research
Institute of Experimental Physics activities, and the social and
business situation. A sole-source contract is contemplated based on the
Analytical Center for Non-proliferation being the only responsible
source capable of providing these services. The Contractor will provide
the personnel to perform the various analyses and develop and publish
the information bulletins based on the Center's first-hand knowledge of
the conversion experience to date as well as the various policy issues
and upcoming legislation that will effect the conversion effort. The
information developed as a result of these activities will be used to
further the Nuclear Cities Initiative's goal of encouraging private
investment into the Nuclear Cities by providing insight into the
current laws relating to investment, technology export and taxation,
the socio-economic conditions of the cities which will allow private
companies and foundations to better assess the investment potentials in
these cities. The contract will be a twelve month, firm fixed price,
term contract. It is anticipated that a total of 39,960 Direct
Productive Labor Hours will be utilized. There will be no formal
