Carlson, (703) 787-1364 The Department of Interior, Minerals Management
Service (MMS) intends to competitively award a contract to provide an
activity database and calculated emissions data of carbon monoxide,
sulfur dioxide, nitrogen oxides, PM10, PM2.5, ammonia, all VOC
including exempted compounds (40 CFR 51.100), and other data needed to
support ozone and regional haze modeling efforts over Federal waters
in the Gulf of Mexico Outer Continental Shelf (OCS) west of
87.5W. The Environmental Protection Agency (EPA) has
promulgated new, more stringent ambient air quality standards for ozone
and regional haze. State agencies will be required to perform modeling
for ozone and regional haze for use in their State Implementation
Plans. The MMS is responsible for providing OCS emissions data to the
States for input into the ozone and regional haze models. MMS will
provide emissions data about both stationary and other sources such as
exploration, construction, transportation, lightering, and supply
vessels. The OBJECTIVES of this study are: a. To modify the data
collection software package, written in MS ACCESS with Visual Basic
Windows, which will be used to collect, quality check, and archive
activity data from stationary sources in the OCS which emit criteria
and precursor air pollutants (i.e., carbon monoxide, sulfur dioxide,
nitrogen oxides, PM10, PM2.5, ammonia, all VOC including exempted
compounds (40 CFR 51.100), and any other data needed to evaluate ozone
and regional haze modeling efforts) over the course of one (1)
calendar year. The present software is designed for monthly
inventories. b. To modify the data management software, written in
Oracle, which will be used to calculate and archive emissions data
using the most current AP-42 emission factors and the activity data
gathered from offshore operators using the data collection software.
The software shall be written to allow updating of emission factors for
potential future inventories. c. To provide support service for the
software including modifying the user=s guide, providing training at
two workshops, debriefing MMS personnel, testing of the software, and
designating a technical support person to answer questions. d. To
collect, describe, quality check, and archive activity data from
sources over the OCS that emit criteria and precursor air pollutants
(i.e., carbon monoxide, sulfur dioxide, nitrogen oxides, PM10, PM2.5,
ammonia, all VOC including exempted compounds (40 CFR 51.100), and any
other data needed to evaluate ozone and regional haze modeling
efforts) over the course of one (1) calendar year. e. To calculate and
archive emissions data using the most current AP-42 emission factors
and the updated data management program. f. To compare the emissions
inventory with previously collected emissions data and calculate
greenhouse gases from the activity data collected for this study. g. To
prepare a report that summarizes the emissions data and describes QA/QC
protocols, methodology used to generate the emissions inventory, data
archival procedures, and theresults from sections d, e, and f, above.
HOW TO RESPOND: In order to compete for this contract, interested
parties MUST demonstrate that they are qualified to perform the work by
providing, by 4:00 P.M., August 13, 1999, a Capabilities Statement
detailing: (1) your key personnel (those who would have primary
responsibility for performing and/or managing the study) with their
qualifications and specific experience and your organizational
experience and facilities with: (A) evaluating air emissions from oil
and gas facilities; (B) software used to collect activity data and
calculate emissions inventory data; (C) knowledge of oil and gas
operations on the Outer Continental Shelf of the Gulf of Mexico; and
(D) understanding of the Emissions Inventory Improvement Program
procedures and the EPA's guidelines given in the Consolidated Emissions
Reporting Rule; (2) specific references (including contract number &
project description, period of performance, dollar amount, client
identification with the point of contact & telephone number) for
previous work of this nature that your key personnel or organization
has performed within the last four years. (REFERENCES WILL BE CHECKED).
Offerors shall submit their Capabilities Statement in original and two
copies to Jane M. Carlson, Contracting Officer, Minerals Management
Service, 381 Elden Street, MS-2500, Herndon, Virginia 20170-4817. Four
(4) additional copies shall be submitted to Connie Landry, Procurement
Coordinator, (MS 5431), Minerals Mangement Service, 1201 Elmwood Park
Boulevard, New Orleans, LA 70123-2394. Time of receipt of submissions
will be determined by the time received in the Procurement Operations
Branch, Herndon, Virginia. Your Capabilities Statement will be
evaluated based on your key personnel skills, abilities and experience;
your organization's experience and past performance (including number,
size, and complexity of similar projects, adherence to schedules and
budgets, effectiveness of program management, willingness to cooperate
when difficulties arise, general compliance with the terms of the
contracts, and acceptability of delivered products. Following review of
all Capability Statements, we will establish a list of those seemed
most qualified to perform the work. Qualified offerors will be notified
and provided additional proposal instructions. Proposals will
essentially consist of an oral technical presentation, written program
management plan and written cost/business proposal. Further details of
proposal requirements and logistical considerations will be provided at
a later date. The period of performance of the contract will be from
data of award through December 31, 2001 with a cost range of $350,000
