Environmental Protection Agency intends to negotiate sole source
simplified acquisitions with components of state government in Arizona,
Montana, South Dakota, California, and Idaho to conduct site
assessments of potential stream locations within each individual state
as a part of a large-scale reconnaissance site evaluation effort. This
effort is required to assess the validity of current digitized stream
network maps for the targeted states. Each state will be required to
validate data for randomly selected sites, up to 300, throughout the
state. This data will be used to establish sites for future
environmental research and monitoring by the states in collaboration
with the EPA. The period of performance for this effort is expected to
be from the date of award of the individual simplified acquisitions
through October 31, 1999. EPA intends to solicit and negotiate with
only one source in each respective state under the authority of FAR
6.302. EPA believes that these components of state government are the
only reliable sources of the location and water quality of all streams
within each respective state. The components of state government in
each respective state are the only sources that have complete and
accurate information for flowing streams within their state and
personal knowledge of the individual streams. There is a stringent time
requirement to get this validation completed by October 31, 1999. The
individual components of state government are the only sources capable
of satisfying the technical and time requirements stated above. No
solicitation is available. This notice of intent is not a request for
competitive proposals. All interested parties must identify their
interest and capability to respond to the requirement or submit
proposals within 15 days of the date of this announcement. A
determination by the Government not to compete with this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Interested vendors shall: (1) include information on the
proposed services which clearly supports the requirements outlined
above; and, (2) provide itemized pricing that is sufficient to make a
determination that competition is feasible. Submit response to the U.S.
