Contractor shall provide technical support services during implementation of telephone PBX replacement, network services, ATM WAN integration and call center management for VISN 13 which is comprised of the following VA Medical Centers and their Outpatient Clinics: St. Cloud, MN; Minneapolis, MN; Fargo, ND; Sioux Falls, SD, Fort Meade and Hot Springs, SD. Work shall provide/develope telephone PBX replacement project management oversight; network services strategic planning and analysis; ATM WAN integration management; call center management strategies, and training of VISN 13 network services support staff. In addition, Contractor shall, for a period of up to 24 months from contract authorization; develop strategic plans and measurements; identify required technical skills; identify technical training requirements; define technical work processes; and assist in the delopment of VA telecommunications management and technical staff to successfully implement and manage the new PBX WAN, Voice Mail, Call Center, and IVR technologies implemented in VISN 13. Contractor shall also, for a period of up to 24 months from contract authorization, further assist VISN 13 technical staff in developing call center management, measurements and queuing techniques with the VISN 13 region to provide for better patient/customer telephone access and service. Work shall be accomplished in the following seven phases: Phase 1 -- VA Vendor Project Coordination; Phase 2 -- Network Services Strategis Planning and Analysis; Phase 3 -- ATM WAN Integration Management; Phase 4 -- Operational Strategic Planning and Management Process; Phase 5 -- VA Technical Staff Development; Phase 6 -- NORTEL Networks; and Phase 7 -- Call Center Strategic Planning and Implementation. VISN 13 shall not provide general office space, accommodations and shared communication links. Contractor personnel shall not be physically located in the Minneapolis VAMC. Contractor shall provide computers (laptop or desktop), cell phone and office supplies. VISN 13 shall provide access to the WAN, LAN, telephone systems and sub-systems for purposes of collecting data for measurement purposes. Contractor shall provide weekly status reports, monthly project reports, time sheets and billing requests and trip reports. Work shall be performed up to a period of 24 months from contract authorization. The duration of performance is based on the number of hours required to complete the project.
