VISN 20, consisting of 8 medical facilities in Alaska, Idaho, Oregon and Washington is soliciting proposals to provide artificial limbs for a base year plus two option years. The solicitation package will be available on or about 7/23/99, with proposals due on or about 8/20/99. In order to be considered responsive to the Government's Request for Quotes (RFQ), each offeror must submit a price proposal and a separate technical proposal in accordance with the evaluation factors described in the RFQ. Each proposal will be evaluated by a VISN-wide evaluation committee. The successful contractors will demonstrate the resources, experience and expertise necessary to provide the best overall value to each facility. The Government anticipates awarding a Firm-Fixed-Price contract on or about 9/25/99. This solicitation is offered under full and open competition without restriction, but is subject to an evaluation adjustment for Small Disadvantaged Business & HUBZone concerns. SIC Code 5999 applies. The small business size standard for this classification is $5 million in average annual receipts for the preceding 3 years.
