R -- PREPARATION OF A CULTURAL RESOURCES OVERVIEW FOR THE WHISKEYTOWN UNIT OF THE WHISKEYTOWN-SHASTA-TRINITY NATIONAL RECREATION AREA POC Leo R. The National Park Service, Whiskeytown Unit of the Whiskeytown-Shasta-Trinity National Recreation Area has identified a requirement to solicit, negotiate, and award a contract for a Cultural Resources Overview of the Unit. The Whiskeytown Unit, which is approximately 42,500 acres including the 3200 acre reservoir, is located in Shasta County, eight miles west of Redding in the foothills bordering the upper Sacramento Valley. Numerous cultural resources projects have been completed for the recreation area including: cultural resources inventories, archeological excavations, historic studies, National Register of Historic Places evaluations and nominations, and American Indian consultations. Most recently, 18 historic mines were evaluated for national register eligibility and both an ethnographic overview/traditional use study and cultural landscape report are in progress. The unit contains prehistoric and historic archeological sites; a high density of mining sites; a historic district containing structures, water developments and associated features; and places and resources of concern to the local Wintu community. The cultural resources overview shall include at a minimum, a summary of all cultural resources projects accomplished to date, a description of the unit's cultural resources including their significance, and recommendations concerning future cultural resources projects. The primary purpose of the overview is to make this information available to park staff; secondarily the report should be useful to professionals and park visitors. The Government has determined that the technical capability of the contractor is of greated importance than price in selecting a contractor. Proposals will be evaluated subject to the following criteria and relevant subfactors, listed in order of descending importance: 1)Technical proposal which addresses in detail: the requirements and needs outlined in the scope of work, the statement of work proposed, and the proposed strategy to address the project. The technical proposal also will be evaluated for: quality of writing, organization, clarity and general presentation; 2)Demonstrated expertise and professional knowledge of the prehistory, history, ethnography and environment of northern California, and of the cultural resources of the area including prehistoric and historic archeological sites, historic structures and features, ethnographic sites, American Indian cultures and cultural landscapes; 3) Demonstrated experience in the completion of similar projects. This shall be demonstrated by the inclusion of descriptions of pertinent projects, identification of the agency contracted to and the name and telephone number of the contracting officers technical representative; 4)Professional qualifications and composition of the proposed principal investigator and project team; 5) local office of prime contractor located within 75 miles of Headquarters, Whiskeytow-Shasta-Trinity National Recreation Area; and, 6)Cost/price. This requirement is 100% set-aside for small business concerns. The National Park Service welcomes and encourages the participation of small disadvantaged and woman-owned business concerns.
