COMMERCE BUSINESS DAILY ISSUE OF JULY 27,1999 PSA#2396INDUSTRY DAY MEETING ON 3 AUGUST 1999 FOR DOD COMMERCIAL KA-BAND SATCOM
INITIATIVE This announcement references and amplifies the 11 September
98 Request for Information entitled "Commercial Ka-Band Satellite
Communications," that sought information from all sources regarding
potential future commercial Ka-Band satellite communications
capabilities. In support of the DoD Commercial Ka-Band Satellite
Communications Initiative, the Deputy Assistant Secretary of Defense
(C3ISR and Space Systems) has established a joint spectrum management
working-level integrated product team (WIPT). The WIPT, chaired by the
Naval Electromagnetic Spectrum Center (NAVEMSCEN), has been chartered
to address all spectrum-related issues pertaining to existing and
planned commercial Ka-Band satellite systems and their potential to
satisfy DoD communications requirements. NAVEMSCEN will host an
industry-wide meeting on 3 August from 0900 -- 1230 in Alexandria,
Virginia. The purpose of this meeting is to establish contact with
industry spectrum managers and to determine the degree to which
commercial Ka-Bandsatellite communications service providers are
willing to engage national and international regulatory entities for
the purpose of providing DoD-assured access to their systems/services.

held in Alexandria, Virginia at the Hoffman Building, 2461 Eisenhower
Avenue, Hoffman I, Suite 1202, Alexandria, VA 22331-1400.

1999. Due to limited seating, participation will be limited to two (2)
representatives per organization. The Government reminds industry that
the DoD Ka-Band Satellite Communications Initiative is solely a "market
research" initiative at this time. Nothing said or implied during the
industry-wide spectrum WIPT meeting or the RFI process in general shall
be construed to commit the Government to any further action or
particular course of action on this initiative. Furthermore, nothing
said or implied during this process shall in any way obligate the
Government to contract with or otherwise enter into any agreement with
any particular industry participant or participants. Any actions taken
by an industry participant, or any resources expended by an industry
participant as a result of these discussions or the RFI process, are
solely at the risk and expense of the participant. The Government shall
