All workers are required to be U.S. citizens. The solicitation will include 2 contract line items (CLIN 0001 -- Phase 1 and CLIN 0002 -- Phase 2) The following factors shall be used to evaluate offers in descending order of importance: 1) Past Performance, 2) Technical, and 3) Price.
