N62467-99-R-0653. This Solicitation is hereby being issued on an
"Unrestricted Basis" inviting full and open competition. TO ORDER PLANS
AND SPECIFICATIONS: The Government intends to issue this solicitation
in paper format only for $50.00 per copy. This charge is
non-refundable. To obtain the entire solicitation, including plans and
specifications, offerors must register on the Internet at
http://www.efdsouth.navfac.navy.mil/eb/ and payment must be made by
credit card (Visa, Master Card, or Discover). Additional instructions
will be provided on the web page. The official plan holder's will be
maintained and can be printed from the web site. Amendments will be
posted on the web site for downloading. This will normally be the only
method of distributing amendments; therefore, IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO
THIS SOLICITATION. For inquiries about Proposals Due or Number of

Spells, Code 0211MS. This project titled "Wing A-2 Alterations, Bldg.
1" is for a new Primary Care Clinic through major alteration to the
existing Wing A-2, an area of approximately 10,600 square feet, within
the Beaufort Naval Hospital. The estimated construction cost for this
project is between $1,000,000 and $5,000,000. Close construction
coordination and management by the construction contractor of all work
will be essential in order to fulfill the work restrictions and
phasing schedule required for continuous operation of the Hospital and
the continuous construction currently in progress for Life Safety
Upgrade and Improvements. This solicitation is formatted as a Request
for Proposal in accordance with the requirements designated by FAR 15.6
for a negotiated procurement. The Government will award a contract
resulting from this solicitation to the responsible offeror whose
proposal conforms to the solicitation will be the "BEST VALUE" to the
Government, price and technical factors considered. Offers will be
evaluated based on the following factors: (A)Cost Factors: A Base
Proposal, Change Order Markup Rates/Extended Overhead. Technical
Factors: (1)Constructed Projects within the Past 5 Years with Emphasis
on Quality Control with Occupancy Restrictions/Past Performance (a)Two
relevant projects and (b)Past Performance; (2)Small Business
Subcontracting Effort (a)Past Performance in Utilizing HUBZone, SB,
SDB, WOSB Firms, and HBCU/MI in Previous Contracts and (b)Participation
of Small Business in the Performance of this Project; and
(3)Construction Schedule/References (a)100 day schedule, (b)Milestone
schedule, and (c)Three on-time projects with references. The Government
reserves the right to reject any or all proposals at any time prior to
award; to negotiate with any or all proposers; to awardthe contract to
other than the proposer submitting the lowest total price; and to award
to the proposer submitting the proposal determined to be the most
advantageous to the Government. OFFERORS ARE ADVISED THE GOVERNMENT
INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS IF
POSSIBLE. Therefore, proposals should be submitted initially on the
most favorable terms. Offerors should not assume they will be contacted
or afforded an opportunity to qualify, discuss, or revise their
proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE
COMPENSATED FOR SPECIFICATIONS. Estimated time for completion of this
contract is 330 calendar days. The Standard Industry Code (SIC) is
