synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; offers are being requested and a written solicitation
will not be issued. Solicitation number DACW17-99-B-0047 is issued as
a request for proposal (RFP). Solicitation is Set-Aside for Small
Business Concerns. SIC Code is 5032, Small Business Size Standard is
500 employees. Solicitation documents and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-13
and Defense Acquisition Circular 91-13. An offer for each line item
listed below must be furnished. Offeror will provide the unit cost per
ton and the extended price for the entire quantity. Any offers
received that have not provided an offer for each line item will be
rejected as non-responsive. ITEM DESCRIPTION QUANTITY U/I 0001 #57

Crushed Stone (#57)- Shall have a unit weight of not less than 140
pounds per cubic foot (saturated surface dry); shall consist of crushed
stone, well graded with in the prescribed limits. The material shall be
composed of tough, durable particles, reasonably free from thin, flat
and elongated pieces; and shall contain no organic matter nor soft,
friable particles. Crushed stone shall be size number 57 as described
in TABLE 1-Standard Sizes of Course Aggregate, Section 901 of the
Florida Department of Transportation Standard Specifications for Road
and Bridge Construction: Sieve Size Percent Passing 1 in 100 1 in 95 to
100 in 25 to 60 No. 4 0 to 10 No. 8 0 to 5 Certificates of Compliance-
A Certificate of Compliance is required to demonstrate proof of
compliance with specification requirements for each of the above
materials. Each certificate shall be signed by an official authorized
to certify in behalf of the manufacturing company and shall contain the
name and address of the contractor, the project name and location, and
the quantity and the date or dates of shipment or delivery to which
the certificates apply. Copies of laboratory test reports submitted
with certificates shall contain the name and address of the testing
laboratory and the date or dates of the tests to which the report
applies. Certification shall not be construed as relieving the
contractor from furnishing satisfactory material, if, after tests are
performed on selected samples, the material is found not to meet the
specific requirements. All deliveries shall be made via maximum 18
cubic yard dump trucks (no tractor-trailer rigs) and shall be
coordinated with the Contracting Officer's Representative (COR). It
shall be the contractors responsibility to determine any road and/or
bridge weight restrictions or requirements on public highways to the
delivery access locations. Quantity of 30,000 tons (CLIN's 0001, 0002,
and 0003) will be delivered FOB Destination to site specified within
60 calendar days after contract award. Delivery will be coordinated
with the COR. Delivery site 1 is approximately 1/4 mile south of
Structure 351 on the Herbert Hoover Dike. S-351 is just north of the
city of South Bay, Fl.. Delivery site 2 is approximately 1/4 mile east
of Structure 354 on the Herbert Hoover Dike. S-354 is just off of
Highway 27 at Lake Harbor, Fl.. Delivery site 3 is approximately 1/4
mile north of the South Bay Park on the Herbert Hoover Dike. South Bay
Park is just north of the city of South Bay, Fl. On Highway 27. The
provision at 52.212-1, Instructions to Offerors Commercial Items,
applies. Addendum to the provision: Paragraph (h), Multiple Awards
Delete entire paragraph and substitute "Award. The Government intends
to award a single contract resulting from this solicitation." You are
advised to include a completed copy of the below listed provisions with
